A report was commissioned by the council from Atkins Communications in the Summer 2014. This report was to look at broadband provision in Rotherhithe. I am aware Atkins completed their work and submitted their report to the Council in November 2014.

I was informed by the lead officer James Oates that the report would be published in December 2014.

Could I have a copy of this report both as the version sent from Atkins and the version that was to be published in December.

Dear Martyna,

Firstly I am disappointed that Southwark took the maximum 20 days to respond to this straightforward request. I am sure I don't need to remind you that , in law, you must respond promptly to requests and not use the 20 day rule as your default response time.

Secondly, I asked for the report that was sent to Southwark by Atkins in November. Whether this was just a draft or Atkins has been asked to do further work is immaterial to the request. You have received a report and as a courtesy to a participant I'd like to see it.

As of the 15th Jan 2015, according to James Oates "There has been no decision on the scope for additional work", which is why I did not ask for it in the request. As your response intimates that additional work has now been asked for then I would like to request a copy along with the original report.

I sure you'll understand the frustration of being asked to participate to a significant part of a report commissioned by Southwark, spending considerable time and effort in providing comprehensive responses to detailed questions and then not be able to see and check this report, even in draft from.

I only participated with the clear understanding that the report would be made public when was completed in October/November. To reiterate I was informed by James Oates that the report was completed by Atkins in November and would be published in December.

I trust that in the light of the length of time that this request has already taken that you will be able to respond promptly and in the spirit of the law.

Dear Martyna,

I have been informed by James Oates that Atkins has completed their report. I have also been informed than no further work was commissioned after the report was sent to Southwark in November.

I would now like this report by return. I am also writing to the Information Commissioner as your last reply to me stating that the report was not complete was incorrect. I believe this falsehood and the failure of the Council to respond to requests promptly breaks the law.

How can the report still be DRAFT in February 2015?
If the Report is draft then they do not normally hand it over.
Is the Report draft? Yes or on?
If no, hand it over.
Are there a series of Reports now?
Is there any Report that is not draft?
This is Southwark Council who are adapt at using every trick in the book to lawfully avoid providing information.
Suggest clarify further prior to contact ICO.
Mr.Oates Line Manager is John Abbott.
Presumably it is a Mr.Abbot's level that the obstruction exists.

that was dealing with it initially was also undergoing some structural
