Dear Army Sec-&Group (MULTIUSER),

Thank you for your reply. I must confess I find the position regarding documents held surprising given that the MoD holds records of the MoD department websites creation. (for details see https://www.whatdotheyknow.com/request/d...)

Would you please inform me of the earliest records that the British Army hold relating to their website and make those available where possible, noting that I maintain an interest in files 'related to the creation' of the website (and in the absence of such records I would appreciate any documents of any nature you hold relating to the websites development in either purpose or content).

If you feel unable to proceed along these lines please inform me as soon as possible as in this instance I believe that I would press for an internal review of the handling of this request.

Firstly may I say that I appreciate the time you have taken in this regard to this matter. I note from your response of 31 May 2017 that you are now treating the second part of my clarification of 10 May 2017 as a new request.
Unfortunately you have not informed me of the earliest records you hold making your request for further clarification as to the nature of documents I seek more complex as documents relating to content may be of interest depending on when they were produced. Below you will find the clarification you have requested.

I would appreciate any documents you hold relating to user research or audience personas as I am ultimately interested in documents relating to the underlying purpose of the Army website and these are likely to provide an indication of this.
Further to this I would appreciate any documents produced whether as correspondence or as minutes to meeting where the development and purpose of the website may have been discussed (for instance in discussing how to implement the Army Digital Strategy). This of course may include content and technical developments regarding to the site where they are discussed in terms of the need for such content or developments for the Army site to maintain or meet its purpose.
As cost may be an issue if large number of documents are identified may I state that earlier documents are of particular interest as are documents which relate most clearly to the objectives and purpose of the site.
Should you need to request further clarification providing the start dates and titles of the earliest files currently held would be most useful.

Given your request for clarification on 31 May 2017 I assume the response to this request will be twenty working days from receipt of this message, 5 June 2017. I would appreciate you confirming this and receipt of this message.

Following my clarification on 5 June 2017 I believe you had until 3 July 2017 to provide the requested information or explain any refusal or delay. I would appreciate you now providing an explanation as to why this request is now delayed and when the information requested will be released. Apologies for the delay in responding - we were hoping to be able to provide you with a formal response before this. I can confirm that we have identified a small number of documents from 2006/7 that look like they are within the scope of your clarified request: these appear to be the earliest material we hold and we are currently considering whether this information can be released to you. However, this has identified a further avenue of investigation that involves a working group from that time and we are trying to determine whether we retain any related material.

We hope this explains the situation and will contact you again next week to provide further advice.
