I'd like to understand the design standards being applied to the Brighton Place Sett Reconstruction project in Portobello and on what basis those decisions were made. Could you supply the following please

Background to the design including
- Traffic loading and frequency data including any studies carried out
- Impact analysis of parking and restricted road width (if done)
- References used for construction standards (e.g. design guides, academic studies etc)
- Stakeholder consultations (e.g. cycling groups)
- Planning assumptions such as design life, maintenance frequency etc
- Lessons learned considered from other Sett projects in Edinburgh and further afield
- Design requirements

Analytical design data and studies carried out on the work
- Material type and size considerations
- Models used
- Any structural analysis including stress, strain and deformation calculations
- Economic feasibility studies
- Whether a design life method (if so which) or full analytical analysis was used for calculations?

You asked for the following information:

Answer 1:

Background to the Design

-        Traffic assumptions/calculations can be found in the attached
document “Brighton Place – Traffic Data.pdf”

-        No assessment of parking or restricted road width was carried out

 

Stakeholder consultation – Presentation given to  Portobello Community
Council in November 2015 on the options for the renewal of Brighton
Place.  PCC carried out a survey on the options for resurfacing.  Further
consultation was received from Brighton & Rosefield Residents Association,
Portobello Heritage Trust and Portobello Amenity Society.

 

May 2018 -  Council Officers attended Portobello Community Council to
inform them of the scheme proposals and bus diversions.

 

August 2018 – Stakeholder meeting at Portobello Library.  Council Officers
and Lothian Buses informing stakeholders of work phasing and bus
diversions.

 

September 2018 – Traders Meeting at Bellfield.  Proposals for business
support presented to traders in Portobello.

 

Lessons learned

-        Circus Place/Howe Street – Sikapave system

-        Rutland Street – Instarmac system

 

Whilst both of these paving systems are compliant with BS7533, the
Sikapave system took significantly longer to install and was therefore
ruled out for the Brighton Street project.

Answer 2:

Analytical design data and studies carried out on other work

-        No analytical design was carried out

 

Studies carried out on other work – see above. The lessons learned from
these two projects informed much of the decision making for Brighton
Place.

Chosen design specification details e.g.

- Sub base specificationsincluding depths and materials

- Sett material specifications

- Bonding and jointing specifications

- Flexible or rigid base/jointing?

- Expected design life and maintenance plans

 

Answer 3:

Chosen design specification

-                    The design was undertaken in accordance with BS7533 -
Part 10:2010 Guide for the Structural Design of Trafficked Pavements
Constructed of Natural Stone Setts. This is a prescriptive design
standard.

-                    Material specifications can be found in the attached
document “Brighton Place Design Criteria.pdf”

-                    The design life for sett pavements constructed in
accordance with BS7533 is 40 years.

-                    Maintenance plans – setting aside any interventions
by utility companies, the only treatment required during the design life
of the pavement would be occasional retexturing to maintain the surface
friction. When this is required would be determined through the annual
road surveys undertaken through the Roads Asset Management Programme.
