At the meeting called by White Oak Clubs Committee on Wednesday, 5th February, so that the Leaders of Sevenoaks District Council would finally have to view our alternative plans after months of delaying, Lesley Bowles commented that we had not supplied a brief with our plans. Under the Freedom of Information Act, please supply a copy of the brief Sevenoaks District Council used for their Planning Application SE/19/02951/HYB.

I am writing to request an internal review of Sevenoaks District Council's handling of my FOI request 'Brief of Leisure Centre in Planning Application SE/19/02951/HYB under Freedom of Information'.
I want to see the planning brief that SDC sent to the original Architect (Alliance Leisure) to tell them what was want for Planning Application SE/19/02951/HYB - and what clubs and sports they were catering for?
NOT the planning statement (by Boston Saunders) which has been available on line for close on 4 months. I have even asked Lesley Bowles for this face to face the Planning Brief - what don't they understand? or what don't they want to understand???

request with our reference of 122-2020. I have been asked to carry out

out a completely fresh review of your request. In carrying out the review
I have been considering your original request, your submissions of 30
March 2020, the Freedom of Information Act, guidance from the Information
Commissioner’s Office (ICO) and the Code of Practice issued under section

Please note that following my review I can advise that the Council does
not hold a codified document which can directly be considered an
architectural brief, or equivalent.
It may assist if I provide some of the chronology of the matter below. You
will recognise that this information is similar to that in the recent
reports provided to full Council:
In July 2017 a report by Strategic Leisure Ltd commissioned by SDC,
identified the need to consider future provision of the White Oak Leisure
Centre.
In 2018, Alliance Leisure Services Ltd (ALS) were procured by SDC via the
UK Leisure Framework to scope:
• the needs of the local area, including population
projections;
• how the existing centre is performing;
• the mix of facilities that meets local needs and
the feasibility that demonstrates it will help pay for and maintain a new
leisure centre;
• the land use, size and configuration of a new
leisure centre, including the need to keep the existing centre open while
the new one is built;
• maximising space for car parking; and
• providing land for new housing to help pay for the
new centre.
In putting forward proposals for the new Centre, ALS had to take into
account the physical constraints of the site and the need to maintain the
existing centre in operation until the new centre was built. In order to
sustain the Centre into the future and to help fund the capital cost, ALS
had to find a mix of facilities that would attract an operator able to
provide enough income to pay the Council a sum sufficient to support the
required borrowing to fund the centre.
ALS also had to take into account the need to provide multi-use space that
would offer flexibility for the future and which could broaden the appeal
of the centre to a wider audience. There was a need to continue to support
older people, and those recovering from illness, for example through the
Feel Good studio. There was also a need for a ‘destination’ element.
The resulting design of the new centre was used as the basis for the
public engagement in March 2019 in Swanley. Feedback from these sessions
has been used to improve the mix of facilities for users, providing
spectator seating and a deeper pool to assist swimming lessons and water
polo.
Discussions are taking place with Orchards Academy regarding improvements
to their 4 court sports hall to enable sports such as netball and roller
hockey to be accommodated.
There will be a changing places area for people with disabilities and pool
pods, which provide a modern, dignified way for swimmers with a wide range
of mobility difficulties to access the pools.
Please note that ALS are the Development Partners of the Council under the
Framework. They are then the primary contact for contractors, including
the architects. The proposals in this case have developed over time
through a series of meetings, discussions and correspondence with ALS. The
requirements of the Council in developing the scheme were not codified
into a single document, but I hope that this chronology assists in giving
an indication of how the terms evolved.

This is a copy of my e-mail to Julie Heather, SDC of the 30th April. This is part of my ongoing FOI request.
My first request for the Design Brief was on the 13th February via WhatDoTheyKnow.
As you will not admit to a Design Brief or equivalent then I will make do with you providing copies of all emails between SDC and their White Oak consultants between 2016 and today. The emails will include all attachments. I am happy to receive them electronically. If the emails are condensed into a number of documents, please ensure they are searchable.
