Dear Ms Emerson
FREEDOM OF INFORMATION REQUEST REFERENCE NO: RFI 7863/16
I write in connection with your request for information which was received
on 17^th November 2016. Please find below the response to your request:
How many complaints were made in each of the last 3 years in regards to
women breast feeding in the west mercia police force area as a whole and
if possible the county of shropshire individually. What were these
complaints?
REPLY: No specific recorded information held.
In addition, It has been noted that you have submitted 3 FOI requests
covering different topics in quick succession in November 2016. Please be
mindful that each request submitted requires the use of police resources
to retrieve, collate and review the information requested and that it
would not be in the public interest for Freedom of Information legislation
to be used for repeated requests, as using police resources in this way
would detract from the core purpose of policing i.e. preventing or
detecting crime and preservation of life
Therefore, we are including a warning under Section 14(1) on the basis
that the submission of multiple requests in a short time span, and the
work involved to administer these is a disruptive burden and the
disclosure may not be proportionate to the end product being in the public
interest.
You should be aware that Section 14 1(1) of the Freedom of Information
legislation states that an authority is not obliged to comply with a
request for information if the request is deemed vexatious. Requests are
deemed vexatious if they fit one of more of the following criteria:
*The request is designed to cause disruption or annoyance
*The request lacks any serious purpose or value
* The work involved is a disruptive burden
Any future requests submitted that are deemed to have no serious purpose
or value or fit any other of the above criteria will be refused under
Section 14(1).
Your attention is drawn to the below which details your right of
complaint.
Should you have any further enquiries concerning this matter, please write
or telephone the Information Compliance Unit quoting the reference number
above.
Yours sincerely
Mrs R Williams

The simple fact that you have submitted 3 requests isn't sufficient to declare you as vexatious.
As long as each request has merit in its own right.
Unfortunately, wmp don't understand the law...
