Breakdown of Usage and Costs of Recording Telephone Conversations

“The cost to Nottinghamshire police of recording telephone conversations for the period 01.01.2008 to 31.12.2008 and from 01.01.2009 to the present date.

Costs for calendar year 2008 was £60,228.
The costs thus far in 2009 are approximately £70K.

Nottinghamshire Police is currently in a transitional period as we are implementing a completely new recording platform. The annual costs for the new system are estimated at £23K per annum.”

Further request under FOIA:

I note that the costs have increased during 2009. For the two above periods, 01.01.2008 to 31.12.2008 and from 01.01.2009 to the present, I ask to be provided:

1. The name of the system currently (for the above periods) in use
2. The name of the new recording platform to be implemented.
3. An explanation of how the costs are arrived at i.e.. how the charges are calculated / attributed (per call, per department, per user) – the statement giving rise to the totals quoted.
4. A breakdown of where the recording costs are incurred i.e. a list of the departments that use the recording facility and their usage.
5. The user manual for the system or in the absence of this, the Standard Operating Procedure (or similar – the direction / instruction) provided to staff in respect of the recording system.

In brief I am asking to be provided details of the system in place and whether this is a ‘global’ resource that affects every Nottinghamshire police phone line or extension, or if the system is used on an ad hoc basis (if so, using what criteria) and / or used by specific departments for specific reasons.
