Dear University of Oxford,

Under the Freedom of Information Act 2000, please provide me with all of the following:

1. A breakdown of all funding (including all financial support, grants, donations, etc.) that has been received by the University of Oxford and the Jenner institute relating to ChAdOx vaccine platform, from the earliest date for which information is available to the present day. Please include:
1A. the grant number (if available) and date.
1B. Please break funding down into 1) funding from public (governmental) bodies, 2) private entities, and 3) philanthropies/charitable bodies.
1C. Please include the full name of the funding body.
1D. Please specify amounts in GBP.
Relevant keywords for such funding may include: ChAdOx1, ChAdOx2, VTP500.

2. What is the amount of grant funding from government entities (such as the Medical Research Council, or other research funders) that the University of Oxford and the Jenner Institute has received, since 1 January 2020, for projects relating to the development of the ChAdOx1 nCoV-19 vaccine? Please provide a breakdown of funding which includes the grant number (if available) and date and provide the full name of the funding body. Please specify amounts in GBP.
Relevant keywords for such funding may include: AZD12222, ChAdOx1 nCoV-19, ChAdOx1, Oxford (COVID-19) vaccine, ChAdOx1 trials, SARS-COV-2 vaccine, VTP500.

3. Please provide a breakdown of funding giving the relevant dates and specifying amounts in GBP.

Thank you for the response to our FOI request. Could you please clarify whether or not you will be able to provide the information as requested in part 1? Now you mention both that we will receive this information on the 11th of December, as well as that you are refusing the request. If compiling the complete request in part 1 exceeds the number of working hours/costs allowed under FOI law, instead could you provide us with the following adjusted information:

1. a spreadsheet with the funder, amount, title and date of all funding (including all financial support, grants, donations, etc.) to Sarah Gilbert from the year 2000 to the earliest date available.
2. a spreadsheet with the funder, amount, title and date of all funding (including all financial support, grants, donations, etc.) to Andrew Hill from the year 2000 to the earliest date available.

We will be able to sort through the grants ourselves using the search terms relevant to the adenovirus vector vaccine platform and classify the funders to save you time and effort.
Finally, we are also looking forward to hearing back from you regarding section 3 of our FOI, as we are still eagerly awaiting this information.

On the 30th of November I sent a request for clarification on your response to my FOI request titled "Breakdown of funding for the ChAdOx1 nCoV-19 vaccine".

In this request for clarification I asked:
"Could you please clarify whether or not you will be able to provide the information as requested in part 1? Now you mention both that we will receive this information on the 11th of December, as well as that you are refusing the request. I apologise for the delay in replying to your email of 30 November. We
have recently received a large number of Covid-related requests.

 

I must apologise also for two mistakes in the response to your FOI request
that I sent to you on 19 November.

 

1.       Some wording relating to item 3 inadvertently appears at the end
of the response to item 1; hence the apparent contradiction between the
refusal of item 1 under section 12 and the statement that a further
response would be sent by 11 December.

 

2.       In responding to item 3, I had assumed that some funding had been
received whereas the department subsequently clarified that none had been
received at the date of your request.

 

I attach a revised and corrected response. Apologies for any confusion
caused.

 

I will refer your new request to the departments for advice but as the
University will be closed for the Christmas and New Year holiday from 21
December to 3 January, I may not be able to respond by the deadline of 30
December.

Dear Max Todd,

Although I understand that you are very busy regarding FOIs related to COVID, I am disappointed regarding the FOI office's unability to respond to section one of the FOI, especially as the confusion in language has now led to unnecessary delay. If we had known the request would be rejected by the 19th of November, we could have filed a renewed request immediately. However, if you would be able to pass on the adjusted request from the 30th of November I would be very grateful. We will also send a new FOI in 2021 with some additional more specific questions with which we hope to capture some of the information that we have not been provided with now. We also now understand our adjusted request from the 30th of November will be delayed until the new year; do you reckon it would be possible to receive a response to the adjusted request "Breakdown of funding for the ChAdOx1 nCoV-19 vaccine" by the 10th of January? I am looking forward to hearing from you soon.

Apologies for the late reply to your mail below. The (virtual) office
reopened on Monday and the last few days have been spent catching up with
correspondence received over the holiday period. I am sorry again over the
typo that led to  the mix-up over part 1 of your request. I have asked
 the Jenner Institute for an update as to when the information is likely
to be available and will be in touch again as soon as I have any news.
They are aware of the urgency but, as you will appreciate, have a number
of other matters they need to attend to.
