Dear Westminster City Council,

Please would you provide the estimated or known, building and provision costs of the following elements of the proposed new Moberly Sports Centre (Brent Planning application Case No: 13/3682):

Main Swimming Pool (including changing room and toilet provision)
Additional Teaching/Studio Pool (with adjustable floor)
Health Suite
Multi-use Gymnasium
Boxing Club/Gym
Cafe
Retail Unit
Community Activity Space
Eight Court Sports Hall
Studio 1,2,3
Fitness Gym

I would be grateful if you could also provide a breakdown of the overall cost of each element where appropriate eg if the Main Swimming Pool, Gymns, or Studios include the cost of changing rooms, toilets or other facilities, please provide a breakdown

Although the Planning Application is before Brent Council, this is a WCC proposal and development.

Response

In accordance with the Freedom of Information Act 2000 this response acts
as a Public Interest Refusal Notice. It is considered that the public
interest in withholding the information outweighs the public interest in
disclosing it.

 

This exemption applies because this information forms part of the overall
appraisal, financial modelling and cost plan owned by the developer
(Willmott Dixon) and is commercially sensitive and therefore cannot be
released to the public.

 

The reasons why the public interest favours withholding the information
are that it may affect the Council’s legal arrangements and position with
the developer. I apologise that your request will not be met but if you
have any further information needs in the future then please contact me.

 

You have the right of appeal against the decision.  If you wish to appeal
please set out in writing your grounds of appeal and send  to

However, I can inform you that the Council has taken independent advice
under its statutory obligations by carrying out a S123 assessment which
