Breakdown of COVID-19 deaths of health and social care workers

Dear Office for National Statistics,

I would like to get information on the COVID-19 deaths of health and social workers, broken down in more detail by occupation.

I am referring to the information available at https://www.ons.gov.uk/peoplepopulationa...

I would like the specific figures of COVID deaths by occupation (and also the total number of workers by occupation) specified in the 'definitions' tab of the above spreadsheet.

If available, please do also provide any information you have on the timings of the deaths , to be able to analyse when during the pandemic health and social care workers.

Provisional mortality data for 2020 are only released via
our [2]weekly and [3]monthly mortality analysis publications under special
measures with a provisional caveat. Given the current situation with the
COVID-19 pandemic, we have increased our output of provisional data to aid
specialist modelling work and to provide further information alongside our
weekly deaths publication. However, we have not undertaken the specific
analysis requested. In order to fulfil this request, we would need to
create a bespoke analysis. Under the Freedom of Information Act 2000,
Public Authorities are not obligated to create information in order to
respond to requests. We therefore consider this to be information not
held.

request reviewed internally by an internal review process and, if you
remain unhappy with the decision, by the Information Commissioner. If you

Dear Office for National Statistics,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Office for National Statistics's handling of my FOI request 'Breakdown of COVID-19 deaths of health and social care workers'.

I was informed that responding to my request would require a bespoke analysis. However, all I am asking for is the detailed background information that must exist in order for ONS to be able to produce and publish the data on covid deaths by occupation. The excel spreadsheets clearly show that occupations within the health and social care sector are coded, and thus must have been collected in a disaggregated manner. I am thus merely asking for access to the most recent version of this disaggregated data. It would, I assume, be impossible to publish the information on deaths by occupation without a spreadsheet or database disaggregated as requested.

Dear Stephen,

 

Thank you your email concerning the response you received in relation to
your Freedom of Information request (FOI/2020/0903). Please accept our
apologies for the delayed reply from ourselves.

 

We have reviewed the handling of your freedom of information request. We
stated at the time of answering your request that we did not hold the
requested information about COVID-19 deaths by occupation and timings of
these deaths. Therefore, we complied with our obligation under [1]Section
1(a) of the Freedom of Information Act 2000 (FOIA), whereby a public
authority should inform the requester whether they hold the requested
information.

 

We have looked into this again for you and would like to confirm that our
original decision that the requested information is not held was correct
and has been upheld. To provide the requested information would require
the creation of information using a high level of statistical skill and
judgement, which public authorities are not obligated to do under the
Freedom of Information Act 2000 (FOI). The request was responded to within
the statutory time frame and we also provided advice and assistance by
providing links to similar information.

 

This request will have required writing code for the extract and analysis.
This task would have been independently undertaken by two analysis to
quality assure each other’s figures. While the request is only asking for
deaths, deaths alone cannot be used to ascertain occupational risk, and so
we would have needed to calculate rates for the 25 individual occupations
to enable interpretation.

 

Analysis by time of death would require a new extract and analysis. Our
usual analysis based on date of death registration does not necessarily
tally with the date people died due to death registration delays. At the
time, there was concern that a large number of health and social care
worker deaths were being certified by coroners; the ONS does not receive
info on such deaths until they have been registered, usually several
months later. Therefore, analysis of COVID-19 mortality by occupation by
date of death would require a great amount of time and statistical
judgement.

 

However, the information you requested was created and published in
response to public demand on 25 January 2021. Please see the following
link to this analysis, which may be of interest to you: [2]Deaths

9 March 2020 and 7 May 2021.
