Thank you for your quick response and the downloadable attachments, which could not be read as HTML's unfortunately.

Can you please answer further questions:

As it is Councils who write Policy, how can members of the Public and Tax Paying Citizens who are the employers of these Public Bodies be held to adhere to Council Policy?

Why does the LGO allow Council's and in particular Knowsley MBC to ban members of the public from accessing services and public spaces which they pay Council Tax for?
