Breach of Planning Permission for IGas exploratory drilling of shale at Barton Moss site

Dear Salford City Council,

I am aware that you have granted planning permission 10/58590/FUL for the

'Drilling of two exploratory boreholes for coal bed methane appraisal and production. The construction of a new access road off Barton Moss Road. The installation of wells, production and power generating facilities and the extraction of coal bed methane and the subsequent restoration of the site'.

I note the Particulars of this development allow for the drilling 1,371.6m into the Coal Bed Methane layer, and NOT the shale which lies 3,000m below this.

I am sure the council is aware that IGas has submitted plans to the Environment Agency for this different operation.

Please see IGas discussion of the lack of knowledge Salford City council has relating to this in the New York Times article,

page 3 of it quoted below:

The Salford city government, which has jurisdiction over the Barton site, so far is under the impression that IGas is looking for coal bed methane, not shale gas.

“What will begin soon, undertaken by IGas, is coal-bed methane exploration drilling. There is no permission for ‘fracking’ in Salford,” Ian Stewart, the mayor of the city of Salford, wrote in an e-mail. “Should the company or anyone else wish in the future to engage in ‘fracking,’ then they would have to seek separate planning permission from the council.”

Therefore, please provide

1) Documents and dates thereof which support any amendment you have received requesting a change to planning permissions and depth of drilling to the original application: 10/58590/FUL
11/60712/DISCON | Request for confirmation of compliance of conditions 4, 5, 8, 9, 10, 11, 12, 13, 14, 15, 17, 21, 22, 23 and 25 attached to planning permission 10/58590/FUL | Land To The East Of M62, North Of Barton Moss Road Barton Moss Irlam

that both these documents refer only to the drilling 1,371m into CBM.

I am sure you are aware that this requires a new level of risk and consultation with relevant agencies.

2) Please provide any documentary evidence supporting how you can consider the original Permit is valid for this ENTIRELY DIFFERENT operation under Town and Country Planning Act 1990.
