We note that, according to its Infrastructure Delivery Plan 2024-2039, the Council proposes to demolish the disused Branksome East railway viaduct (grid ref SZ062921) which spans both Gordon Road and Surrey Road.

In relation to this structure, could you please provide the following:
* the most recent Principal Inspection report and any subsequent Visual Inspection reports
* details (including progress/completion reports and costings) of any repairs carried out to the structure in the past 25 years
* Heritage Assessment (if conducted)
* Ecology Survey (if conducted)
* Feasibility Study (looking at future asset management options etc) (if conducted)
* all documentation relating to the possible demolition of the structure, including costings and emails in which demolition is discussed/considered.

Further to your request for further information received on 11 11 24
please see below the material that you asked for. 

Could you please confirm that the Council does NOT hold the following
documents, which formed part of my request:

The most recent inspection was undertaken in March 2021. There is no
report available but there is a photographic record of the condition.
General/Visual Inspections of highway structures are undertaken every two
years. The inspection programme for Branksome Viaduct is behind schedule.
We have previously been alerted to potential problems when small pieces of
brickwork are observed on the road or properties below following which an
inspection is carried out. A general inspection of the bridge is being
planned using a drone and high resolution zoom photography. This will be
completed within the next month.

This section of Surrey Road is inspected by our Highways Team four times
per year. Two of these inspections are walked. Whilst the Highways
Inspectors are not specifically inspecting the structure, they would
report any instances of brickwork pieces on the carriageway of footway.

* details (including progress/completion reports and costings) of any
repairs carried out to the structure in the past 25 years (beyond the two
photographs provided in your response). Were there no contractual, costing
or scoping documents created as part of the works?

A repair was carried out in October 2011 to install a cradle to support a
small area of debonding brickwork shown in the photos previously sent. We
only hold detailed financial records for the previous five years but by
reference to invoices and estimates held, the cost of these works was
£9,900.

When the structure is inspected, any loose fragments of brickwork are
carefully removed.

The cost breakdown or the repair was as follows:

£900 access – procured via purchase order

£6,500 – Traffic Management – provided by BCP internal resources

£2,500 – fabrication and installation of steel cradle – procured via
purchase order

Due to the value of each individual order, no contracts or scoping
documents were created.
