6. What type of fencing is generally required to be installed in TPOs? (such as heras fencing)

7. What type of fencing has been installed on Bramble Lane?

Your request has now been considered and the information can be found

1. A copy of the TPO that includes Bramble Lane, Hoddesdon. Please see
attached.
2. Any reports, investigations or notes, that a tree officer or other
council worker has collected regarding the fencing installed on Bramble
Lane. From my recent visit:

 

The following notes were recorded:

 

There is an uprooted tree by the roadside that was decayed, however this
is not blocking access and was not caused by the fence.

The supporting posts for the heras fencing have been concreted in, are
mainly over 1m from the tree bases, such small holes would have little if
any effect on tree roots, it is likely they would have avoided significant
roots as they would have impeded the excavations for the post holes.

All post hole locations are in accordance with NJUG 10 (guidance for
services excavations near trees) and all is in accordance with BS5837
(2012)

The Arboricultural officer has confirmed the fence posts will not harm the
trees.

3. Any planning permission (either informal or formal) seeking to install
fencing on Bramble Lane. The Council are unaware of any formal or informal
planning permission.

4. A copy of the councils internal guidelines on how TPOs are enforced and
handled. No specific Council guidelines, all TPO matters come under the
regulations and the Town & Country Planning Act. The Council act in
accordance with those.
5. All emails between the council (or their representatives) and the
developers (or their contractors) in relation to Bramble Lane this year
(2020). The Council have not been in contact with the developers.
6. What type of fencing is generally required to be installed in TPOs?
(such as heras fencing) Heras fencing as installed according to BS5837
(2012)

7. What type of fencing has been installed on Bramble Lane? Heras
supported on posts that have been concreted in the post holes, these
provide a more rigid structure to prevent unlawful entry into the site.
