Bounty and Post-Natal Wards

Dear Southern Health and Social Care Trust (Northern Ireland),

I wish to repeat my request for information under the Freedom of Information Act, as a response from you is long overdue. My original request was sent 21 September 2017 and I received nothing from you, bar an acknowledgement of receipt.

I ask again if you can please answer the following questions:

1. How much money was exchanged in the last 12 months for Bounty to operate on your post-natal wards? Was this paid by the trust or to the trust? Please break this down into: Total amount, amount from packs being given out on the post-natal ward, amount from pregnancy information folders being given out by community midwives, amount from patients disclosing personal details and amount from photograph commissions.

2. How much money is exchanged per-pack, per-photograph and per-signup?

3. Please disclose the contract that exists between the Trust and Bounty. If you believe that this contains commercially-sensitive information then I request that you provide a suitably redacted version along with some details of what has been redacted and why.

4. When are Bounty representatives permitted on your post-natal wards and is this inside or outside of visiting hours?

5. Do Bounty representatives receive free or reduced-cost car parking while they are visiting your post-natal wards?

6. Who is responsible for the Bounty representatives while they are on your post-natal wards and are they unsupervised?

7. Do ward staff/midwives have the power to expel Bounty representatives from the ward or a particular area of the ward if they feel that their presence on the ward is having a negative impact on patients? If so, how many times has this power been exercised in the last 12 months?

8. How does the Trust deal with any complaints about Bounty representatives and how many complaints have been made in the last 12 months?

9. Are any policies in place for patients to “opt-out” of being approached by Bounty representatives? Please disclose any such policies.

10. If a patient opts-out of being approached by Bounty, how is this communicated to Bounty? Is it by name, bed-number or description?

11. Does the Trust provide any information to Bounty about who has been given Pregnancy Information Folders by midwives? If so, what does this information consist of?

12. Are there any policies or procedures in place to prevent Bounty representatives from obtaining a patient’s personal information, for example from patient’s notes, without the patient’s consent or after a patient has explicitly told the representative that they are not interested? Please disclose these policies/procedures.

13. What other policies are in place regarding the presence/operation of Bounty representatives or any other salespeople on your post-natal ward? Please disclose these policies.
