Bothwell Gardens roundabout works feasibility study and impact analysis

We're waiting for Phoenix to read a recent response and update the status.

Dear Fife Council,

Bothwell Gardens roundabout in Dunfermline was closed for a number of weeks to install unrequired traffic lights and road markings, traffic lights that are not in use months later.

I request

A copy of all feasibility studies relating to the installation of traffic lights and road markings and the road works.
A copy of all impact analysis that were carried out relating to the road works.
All documentation relating to the decision to again change the road layout following the initial re-opening of the road.
All documentation relating to the reasons as to why the traffic lights are not in use.
The total cost to the taxpayer of the above roadworks.

INFORMATION
I refer to your information request received on 24/10/2024 our ref FCIR:
54931 relating to Bothwell Gardens roundabout in Dunfermline.
The information you have requested is subject to the Environmental
Information (Scotland) Regulations 2004. This requires us under Freedom of
Information (Scotland) Act 2002 to apply exemption S39(2) The Environment,
as the information is obliged by regulations under S62 to make available
to the public in accordance with the Regulations.
 
We will continue to proceed with your request under the Environmental
Information (Scotland) Regulations 2004, which allows us 20 working days
from the date after receipt of your original request.
If you are not satisfied with the way we have handled your request, you
have the right to request a review of the decision.  Please write to: Head
of Legal & Democratic Services, Finance & Corporate Services, Fife House,
North Street, Glenrothes, KY7 5LT or e-mail to [email address].  The law
provides for you to make this request up to 40 workings days from when you
receive this correspondence.  We add a further three working days to allow

I am pleased to attach the information you requested and trust that it
meets your requirements.

REQUEST & RESPONSE:

Bothwell Gardens roundabout in Dunfermline was closed for a number of
weeks to install unrequired traffic lights and road markings, traffic
lights that are not in use months later.

 

A copy of all feasibility studies relating to the installation of traffic
lights and road markings and the road works.

Please see attached.

A copy of all impact analysis that were carried out relating to the road
works. 

Our Planning colleagues' Consultant looked at the impact of future housing
development on the road network in Dunfermline and Bothwell Gardens
Roundabout was identified as requiring signalised, this was arrived at by
undertaking traffic modelling which is noted in the attached documents.

All documentation relating to the decision to again change the road layout
following the initial re-opening of the road.

Fife Council does not hold the information you have requested. In
compliance with the regulations we are required to provide notice that the
information is not held under the exception within Regulation 10(4)(a) No
information held.

In applying Regulation 10(4)(a), I am required to consider the public
interest test, however as this information is not held it is deemed that
this test would be in favour of applying the Regulation.

Under our duty to provide advice and assistance in terms of Regulation 9,
the Service has advised the following:

There is no documentation regarding this decision. This was a decision
made on-site during the Site Acceptance Testing (SAT) upon the advice of
the specialist traffic signals designer carrying out the SAT. 

All documentation relating to the reasons as to why the traffic lights are
not in use.

Fife Council does not hold the information you have requested. In
compliance with the regulations we are required to provide notice that the
information is not held under the exception within Regulation 10(4)(a) No
information held.

In applying Regulation 10(4)(a), I am required to consider the public
interest test, however as this information is not held it is deemed that
this test would be in favour of applying the Regulation.

Under our duty to provide advice and assistance in terms of Regulation 9,
the Service has advised the following:

We are awaiting further traffic data in order to optimise the traffic
signal timings.

The total cost to the taxpayer of the above roadworks.

information held.

In applying Regulation 10(4)(a), I am required to consider the public
