Thank you for your request, which was received by the Valuation Office Agency (VOA) on 14 February 2013.

As you may be aware we - the Valuation Office Agency (VOA) are responsible for compiling and maintaining the Business Rating and Council Tax Valuation Lists for England and Wales. N.B. In Scotland council tax and business rates are dealt with by the Scottish Assessors see : http://www.voa.gov.uk/.

Local/ Billing authorities are responsible for working out rates bill, administering any relief's that may be due and for collecting the tax.

In response to your request.

1. What is the Billing Authority for the Borough of Wigan?
This is Wigan Council - Please see attached link to their website: http://www.wigan.gov.uk/

2. What is the Precepting Authority for the Borough of Wigan? - Precepting authorities levy a charge on local tax payers through Council Tax or Business Rates in the same way as the local authority for provision of services across the region.

3. What and who have been the Council Tax Billing Authorities since Council Tax began? Please list with dates? - For the avoidance of doubt can you please clarify if you are referring to the Billing Authorities within England and Wales - If you click on the attached link http://www.voa.gov.uk/corporate/contact/... then click on one of our business units for example 'Non domestic rates -North West' you can see a list of Billing Authorities the unit covers. If your request is referring to the area Wigan Borough Council consists of you may find this link helpful http://www.wigan.gov.uk/Services/Communi.... The area covered by Wigan Borough Council has always been the same. 4. Who or what reports Billing Authorities for the Borough of Wigan to your Agency? -I outlined what we do in the introduction of my email. Our Rating North West and Council Tax North business units receive reports from Wigan Borough Council on any changes to the Council Tax or Business Rates lists for Wigan which are then actioned by our Manchester office. The Listing Officer for Council Tax North is Ian Johnson MRICS and Valuation Officer for Non Domestic Business rates: David Grace BSc (Hons) MRICS are responsible for maintaining the Council Tax and Non-Domestic Business Rates lists for Wigan.
