Borough Cycling Programme Funding

The Borough Cycling Programme allowed boroughs to bid for funding for a number of programmes, grouped in several themes. Please could you let me know:

1) How much did each London council/authority bid under each programme (e.g. Safer Lorries and Vans; Cycle Training Adults and Children; Cycle Parking; Cycle to School Partnership; etc.)?

2) How much was each London council/authority allocated under each programme?

3) What was the total amount allocated under the Borough Cycling Programme funding for each London council/authority.

I note that you completed an FOI request from Roger Stocker in 2014 asking for these numbers for all boroughs for the 2013/14 financial year. Please could you extend this information to all the years which the BCP was in operation. I believe the missing years are 14/15, 15/16 and 16/17.

I just noticed that the 2013/14 data provided as part of FOI request FOI-1924-1314 has a number of gaps. For example, Redbridge's Cycle Training allocation is listed as "request changed." Newham's Cycle Parking allocated is listed as "Awaiting confirmation."

Given this, I would be grateful if you could include the final numbers for the BCP in 2013/14 as well.

We had 2 programmes named the same thing “Borough Cycling Programme”. One was a programme which allowed boroughs to bid for things like cycle parking, cycle training etc. Another is the current “Borough Cycling Programme” team which consists of Quietways, Central London Grid and Mini-Hollands.

Your request indicates that it is the programme which allowed boroughs to bid for things like cycle parking etc (as highlighted in first question and when it says “bid in several themes” as the current programme only has Mini-Hollands which was bid for).

Please can you clarify exactly which programme you are referring to?

Thank you for the email containing a few numbers for Redbridge and Newham, but this is a small fraction of what I requested. Your letter says I should contact you in this case, so here I am.

To repeat, I requested the following information on the BCP for 4 budget years, 1314, 1415, 1516, and 1617:

Clearly, the biggest omission is 3 years of bid/allocation data for the programme as a whole (2014–17). But it's important to note that the information provided still doesn't include any of the missing bids from the 1314 year. And that year wasn't only missing allocation numbers from Redbridge and Newham—Sutton's allocation for Cycle Training was also missing, for example. This is why I provided Newham and Redbridge only as examples and asked for all of the data from 1314.

Please let me know when I can expect to receive the rest of the requested information, or if I need to initiate an internal review.
