This is a request for information under the Freedom of Information Act 2000.

Would you please provide the following information about the Border Five, i.e. the forum on customs and border management policy issues for Australia, Canada, New Zealand, the United Kingdom, and the United States of America?

1 The agreement establishing the forum, including any treaty, terms of reference, memorandum of understanding, etc. as well as any additional protocols or amendments to the original agreement.

2 The participating authority or authorities (e.g. ministry, agency) from each country.

3 A list of all meetings of the forum, including venue (or mode of meeting, e.g. telephone, video conference), date, time, duration, and the chair/president of the meeting.

4 For each meeting, the topics discussed (the agenda).

5 For each meeting, the participants’ names and affiliation (authority, ministry, agency, etc.)

To avoid this request exceeding the cost limit, I would appreciate if you could please consider releasing the items in the order above until the limit is reached.

Dear Home Office,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Home Office's handling of my FOI request 'Border Five'. I would like the review to look into why the information has not been released by the legal deadline, and to release the information requested.

I sent the request to the Home Office on 4 November 2016. By law, you should have responded by 5 December 2016 in 20 days. Instead, I received a message from you on that day, saying that you would respond by 5 January 2017. Since then, I have not heard from you.

On 6 February, I asked you for an internal review to look into why the information I requested about 'Border Five' had not been released by the legal deadline, and to release the information requested. Two days later (8 February), I received information for questions 1 and 2 of my FOI request. In contrast, for my questions 3, 4, and 5, the Home Office refused to confirm nor deny whether information is held.

Seeing that exemptions were applied for most of the information I requested, I trust that you will continue with the internal review, so a different set of staff can reassess whether the information ought to be released.
