Bonus/Competency allowance for Kingdom Staff - litter/environment enforcement

In line with guidance published by the Information Commissioner’s Office, the council may make a charge for the provision of information – for example in order to cover the costs of postage (in line with the relevant postal charges) or charges for printing and copying (which will reflect photocopying charges levied by the council’s public libraries) or if this falls within the regulations of an EIR (Environmental Information).

I am writing to request an internal review of Knowsley Metropolitan Borough Council's handling of my FOI request 'Bonus/Competency allowance for Kingdom Staff - litter/environment enforcement'.

Despite reminding the Council that the deadline for reply has not been met, a further month has passed with no reply being produced. I would like an internal review of the handling of this enquiry and a response to the original enquiry.

Further to your Freedom of Information request F2017-05-3548 I am able to respond as below. In addition I understand you have raised as a complaint through the Council’s ‘Have Your Say’ procedure. In dealing with this matter I would like to highlight to you that as you may be aware, Knowsley Council’s funding from central government has been drastically cut. These cuts are continuing to be made year on year, meaning that the Council faces the challenge of making a further £16.8 million of permanent savings by 2020. This is in addition to the £86 million already saved since 2010.

Given the scale of the cuts from Central Government, the Council has had to look at all of the services and support it provides to residents. It has also had to reduce its own workforce costs, generate more income from other sources and work more closely with partners to find additional savings.

Unfortunately, due to the scale of the funding cuts, the Council simply cannot continue to provide the same level of services. Please accept my apology and be assured that we are committed to dealing with requests for information under the Freedom of Information quickly and within agreed timescales, however, on this occasion it was not possible to provide the information within the prescribed time.

I can confirm that the Council does have a contract with Kingdom to carry out environmental enforcement services but we do not hold information in relation to the pay and conditions of staff employed by Kingdom. We would advise that all such enquiries should be made to Kingdom.

I would advise that the Council has made it clear through it procurement process that the Council 'does not endorse payment or inducements in kind to be made to the Contractors staff by the Contractor in relation to the number of fixed penalty notices issued.'
