I write in relation to your request where you have asked for the

In light of the recent Panorama programme on Monday 15th of May, can you

Flintshire County Council have engaged Kingdom, on a short term contract,
to carry out enforcement of environmental crime within the County. This
includes mainly litter and dog fouling offences. Since their engagement we
have seen a significant decrease in litter being dropped in our towns and
villages.

We have been informed by Kingdom that their employees receive a wage but
can also increase their earnings through a discretionary competency
allowance scheme.

The competency payment Is not set solely against the number of issued
FPN’s but includes:

        Quality to ensure high payment rate to the authority
        Standard Operating Procedures being followed
        ID checks conducted
        BWC Footage checked and up to standard
        Correctly issued FPN’s
        Notebook entry compiled
        Upheld complaints
        Uninformed absence
        Lateness
        Cancelled FPN’s
        Underage offenders
        Return to sender letters linked to FPN’s
        KPI on FPN’s issued on spot not postal.

It is discretional and is only a mechanism of sharing some of the profits
the company makes with its staff.

Freedom of Information Act: Complaints Procedure

This procedure is exclusively for dealing with complaints in relation to
the operation of the Freedom of Information Act  (FOIA) within the
Council.

Where you are dissatisfied with the way that any request for information
has been dealt with and you have been unable to obtain satisfaction
through discussion with the Officer dealing with the matter then you are
encouraged to use this procedure.

Act Complaints Officer, Information Governance, County Hall, Mold, CH7 6NA

Directorate Information Act Complaints Officer to investigate and review

of your original application which is the subject of your complaint and
will be a Senior Officer.

3.  Where your complaint is a complex one (for example involving the
applicability of a qualified exemption) it may not be possible to deal
with it within the above timescales. In such a situation a progress report
will be sent within the above timescales.

4.  If you remain dissatisfied after the above procedure you may wish to
make an application to the Information Commissioner under Section 50 of
the Freedom of Information Act that the Council has not dealt with your
request for information properly. The Information Commissioner’s office is
at: Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.
