Body Camera policy and discipliary consequences. Rephrasing of failed request

Dear Metropolitan Police Service (MPS),

Due to our talking past each other, you choose to avoid answering my last attempt rather than engage with the logic of my response to your request for clarification, linked to below. So let's try again.

1) Is it force policy that officers beginning to make a vehicle stop have their body cameras on? If not, when should they be switched on?

2) How many officers have been subject to disciplinary procedures for failing to have their body camera on - by year if appropriate. What is the breakdown of the outcome those procedures where the case has been proven: i.e. management advice, final warning, required to resign etc.

If there are more than 30 cases, please provide a breakdown by ethnicity of the offenders, providing the ethnic breakdown of the Met's PC and Sargents for comparison.

Please provide the answer for the second question for the whole period that body cameras have been used commonly by the Met; this should be such a short period that there is unlikey to be an issue about the number of cases to be collated within the timeframe of a . However if such a concern arises please provide the data for the most recent years going back in time until the funding limit is hit.

Thank you for your email.

In regards to Q2, on 11/09/2020, you were asked to provide clarification as the Performance & Assurance Unit (PAU) pointed out that no date range was provided.

You responded by stating ' I disagree that the request is ambiguous - it asked for ALL the offenders against the policy, and it is a relatively new policy (body cameras haven't been around long!) so your request for clarification was redundant. I would argue you are therefore under the original 20 day time constraint. I look forward to a punctual reply'.

I would like to make it clear that even though you refused to redefine Q2, this question was still dealt with as analysts agreed that BWV have not been around for too long. Thus searches were conducted for the whole period that body cameras have been used by the Met. A shorter period was not considered for this question.

You received a full disclosure, therefore all located information within the time period specified has been provided to you.
