Title of request: Blue Badge Parking Restrictions

Dear M Jones,

FREEDOM OF INFORMATION REQUEST

Thank you for your recent request received by the Council on 11 August
2022.

You have requested the following information under the provisions of the
Freedom of Information Act 2000:

Your request and our response are as follows:

1) Please provide a map of all Blue Badge (BB) Bays in  Town Centre and
confirm the number of Blue Badge Bays,

We do not hold this information, as requested, however there is useful
information on the following page of our website: [1]Blue Badge parking
spaces - Reading Borough Council. As you will note, there are a range of
on-street and off-street restrictions that will permit parking by Blue
Badge Holders and the majority of the on-street bays will not be marked
for individual vehicles, which provides a potentially higher capacity due
to the differences in vehicle sizes.

Just to note that we have found a pdf on this page that is very out of
date, so this will be removed from the site. There is a link to a
third-party website, so cannot confirm the accuracy of this.

2) Please confirm if the Blue Badge Bays are full on day what provision is
made for Blue Badge Holders to park at alternative provision in the Town
Centre.

There are a variety of locations and parking restriction types across the
town centre area, both on and off-street, that permit blue-badge holder
parking. As with any parking, the motorist will need to seek an
alternative parking location if a specific bay is full.

Blue badge holders can park in council owned car parks for free.

3) Please confirm if BB Holders are allowed to park in resident parking
zones owned and operated by the council? If not please confirm why not as
this varies from council and provide copies of the internal minutes/
consultations undertaken/ transport decision agreements which led to
policy and practice adoption that BB Holders will not be allowed to park
in council owned resident parking zones.

No they are not permitted to park in a resident zone. These are for
residents use only.

This weblink sets out the Council policy on Blue Badge parking explaining
where people with a Blue Badge are allowed to park.

Dear Reading Borough Council,

Please clarify the names and locations of the council owned car parks.

Please clarify why RBC which monitors and controls Blue Badge bays has no record of where they are (streets), number of bays on these streets.
