Dear Westminster City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Westminster City Council's handling of my FOI request 'Blue Badge Holder Demographics in Westminster'. Your reference: 11083626.

I understand the request has been refused because the cost of locating and
retrieving the information exceeds the “appropriate limit” as stated in the Freedom of
Information (Fees and Appropriate Limit) Regulations 2004.

The response states "There are currently 6577 records that would need to be checked for the information requested. It is estimated that it would take 109 hours to determine the extent to which the
requested information is held and/or locate and retrieve it. Therefore, it would cost
£2,740.25 to comply with your request, which exceeds the statutory limit of £450."

My understanding is that you hold all of the information requested ( A summary of address data and holders age) in a single database and querying the data should take an hour at most, therfore I dispute the reason for refusal.

Other local authorities have provided very similar data summaries under FOI requests.
