Block Caretaking Personnel Cost

Waiting for an internal review by Northern Ireland Housing Executive of their handling of this request.

To the Northern Ireland Housing Executive,
The annual estimated Charge for the period 1.4. 2013 to the 31.3.2014 has gone up by approximately 56%. I received a letter from the "leasehold Unit Manager (A) " dated 21.9.2015 stating the annual estimated charge of £154.55 had changed to the annual actual charge of £241.14. Since receiving this letter I have asked the Leasehold unit to give me the reason why the cost for the block caretaking personnel is so high.The Leasehold Unit explained to me that they collect the reconciliation actual cost from the local NIHE Offices and then coralate the actual cost of that year's cost.
After months of asking "why" is this particular cost so high I still have not had a satisfactory answer.Could you now answer this query,

Dear Northern Ireland Housing Executive,
I would like some clarification regarding my request for the high cartaking cost to my service charge .The NIHE Lisburn Office send these costs to the Lease Holders Office and if they see a high charge never queer this cost.
I now would like an internal review regarding these high costs,for example the money that was charged was it for one specific item "Over Time".I have already stated a caretaker has been asked by the Lisburn office to go and work on another site,I think if this work is being charged to the Dales site,it has to be looked at
