Dear Ms Goodhew

Freedom Of Information Act 2000 Request

Thank you for your Freedom of Information request.

FCHO transferred from the ownership of Oldham Metropolitan Borough Council
in February 2011 following a successful ballot by tenants.  We are a ‘not
for profit’ housing association and an exempt charity.  We are regulated
by the Homes and Communities Agency and registered with the Financial
Conduct Authority as a Community Benefit Society.

The Freedom of Information Act provides public access to information held
by public authorities as defined in Section 3 of the Act.   Public
authorities include government departments, local authorities, the NHS,
state schools and police forces.  The Act does not cover every
organisation that receives public money, for example it does not cover
some charities and certain private sector organisations that perform
public functions.

FCHO is not classed as a public body and we are therefore not subject to
the Freedom of Information Act.  We are therefore not legally obliged to
provide any information.  For this reason I am unable to provide the
information you have requested.

Yours sincerely
