Birmingham City Council’s illegal un-supporting of tenants’ Ladywood Housing Liaison Board

We're waiting for Mr Clarke to read a recent response and update the status.

Dear Birmingham City Council,

The Tenant Involvement and Empowerment Standard requires that BCC support tenant panels including the Ladywood Housing Liaison Board. And yet for the last two years, BCC have been in severe, deliberate breach of that obligation. In that context:

1) FOR WHAT GOOD REASON is BCC not supporting the Ladywood Housing Liaison Board? (And please do not waste our time here with drivel about the CHLB’s rules or refusing to sign their constitution, which have nothing whatsoever to do with these obligations under the TIAE Standard.)

2) WHEN are BCC going to have the DECENCY and HONESTY to restart their obligatory support of the Ladywood Housing Liaison Board? (Including PROPER consultation about pretended improvement works)

3) WHAT IS BCC DOING to abate this very serious breach of tenant involvement and empowerment obligations?

4) WHY did recent major decision reports assert the falsehoods that:
“There is a well-developed tenant engagement structure in place for delivering capital improvement programmes, as have been delivered for a number of years. It is anticipated that this will continue to be effective for 2018/19 to 2019/20 through ongoing consultation.”
( Housing Investment Programme 2017-2020.pdf )
and
“The consultation process is through City HLB who represent all Council tenants.
Cabinet members have been provided with the relevant information on this proposal, prior to decision making.”
( Housing Investment Programme 2017-2020 App4B.pdf )
.....in a context that the City HLB definitely do not in the slightest represent ANY council tenants in the Ladywood HLB area, and there is not the slightest “well developed” tenant engagement structure in place in Ladywood HLB area.

5) WHAT are COUNCILLOR BORE and COUNCILLOR HARTLEY doing to correct this serious illegality?

Yours faithfully,
Mr Clarke

Birmingham City Council

Dear Birmingham City Council,
I note the failure to answer this request even after 30 days.
There is no good reason for this delay considering that BCC are perfectly capable of working out what the correct information is and presenting it here.
Unless of course there is no such honest reason for that disgraceful decision grossly violating the rights of all Ladywood tenants.
Accordingly I am requesting an internal review.
Yours sincerely,
Mr Clarke

Dear Birmingham City Council,

I note that more than a further month has now passed since I referred this for internal review. You should have been able to supply this information within days. If I do not receive a sensible response by Tuesday 12th June I will raise the matter with the Information Commissioner.

Yours sincerely,

Mr Clarke

Birmingham City Council
