Further to my email dated 21 April 2010, I am now in a position to respond
in full.

The appointed auditor holds this information on behalf of the Commission;
however, it is already published on the website of the Department
for Communities and Local Government. Therefore it is considered
reasonably accessible and Section 21 of the Freedom of Information Act
2000 applies (information that is reasonably accessible by other means).

Unfortunately the web page [1] to which you refer does not appear to contain the requested information; it contains "statistics on council tax and national non-domestic rates", rather than the actual NNDR returns and auditors reports which I requested. I'd be grateful if you would take another look for these.

The requested information is available via the link I provided. If you
click on the link provided and then click the link entitled, Collection
rates for council tax and non-domestic rates in England 2008-09, you will
be taken to a page which houses the information you require in the format
of a PDF document (under the heading 'Download'). The figure for
Birmingham City Council is on page 6 (£365,280,000). Subsequent years
figures are accessed via the original link given below.

In terms of the 'auditor's reports', I referenced this in my
acknowledgment email to you on 21 April 2010. If the report I supplied a
link to is not the report you are looking for, then please, as per my
email, clarify further for me the report you are looking for as your
original request was unclear.

Is the actual NNDR form, as submitted by the council, available? I'm trying to locate information relating to mandatory and discretionary relief - it seems the PDF you refer to doesn't go into that much detail.

Hi there

You may wish to ask for the CIPFA returns in relation to nndr and ct rates. The council hold it and it will contain all the information your looking for.

The audit reports are on the audit commission website for your council. ( it will be the CPA markers from the district auditors you need )

this is what you can find in the figures.

I think, you may be looking at a figure called the sucessfull collection rate for ct/nndr and how its made up. I have a very deep understanding of the operation of these figures around councils. So if you need any advise on what top ask for, email me.

I would be interested in these as well, am interested in what format you hold them in and for what part of the financial year they repriesnt ( full year i presume ).
