Birmingham arts organisation funding

I am writing to request information that led to the Birmingham Council Cabinet decision made public on 13 December 2010 to allocate £7,825,210 to Birmingham Arts Organisations and Associated Programmes.

I am seeking clarity on the 2011-13 Birmingham City Council Cultural Activities Commissioning Assessments process and therefore request access to the following information:

The full internal officer assessments (not the summary assessments) of the Council- funded arts organisations used to support the funding decisions approved by Cabinet.

The final scoring charts, graphs or tables showing the breakdown of scores used for the comparative analysis process.

The minutes and notes of the assessment panel discussion, and of the adjudication or moderation panel discussion.

The full Equalities impact assessment showing projected effects on the diversity of cultural provision in the city.

The full Long term impact assessment showing the impact of proposals on the future of culture in Birmingham

All documents, agendas, recommendations, spreadsheets and appendices – including any and all unreleased elements – that were presented to the Cabinet on 13 December 2010.

Many public authorities release the rationale for funding decisions in line with the Freedom of Information Act. The exemption for commercial interest under Section 43 of the Act is a qualified exemption which means information can only be withheld if it is in the public interest. The public has an interest in understanding how and why funding decisions for arts organisations are made, as recognized by Birmingham Council when it introduced a new process for supporting arts activities in 2006 in order to improve transparency.

My preferred format to receive this information is by electronic means. If you are supplying spreadsheet/numerical data I would be appreciative it could be in CSV format rather than PDF. If one part of this request can be answered sooner than others, please send that information first followed by any subsequent data.
