Further to your recent Freedom of Information request regarding Birkenhead
Docklands regeneration, please see Wirral Council’s response to your
enquiry below.
 
- Given that Birkenhead Docklands' regeneration will be multi-faceted and
that the housing will comprise flats, semi-detached and detached homes,
what number will be so-called "affordable" homes? 
 
The Council has an affordable housing policy as follows:
 
Policy HSG2 (Affordable Housing) in the Council’s adopted Unitary
Development Plan (February 2000) allows the Council to seek the provision
of affordable housing as part of new housing development.
 
Policy CS22 (Affordable Housing Requirements) in the Council’s emerging
Core Strategy Local Plan has since been approved as material consideration
for planning decisions. Policy CS22 sets out that proposals for new market
housing will normally be required to provide affordable housing on-site at
the following rates:
• within areas of greatest need - 10 percent
• outside areas of greatest need - 20 percent
 
Areas of greatest need are defined as a geographical area falling within
the lowest 20% of scores within the national Index of Multiple Deprivation
for England.  The whole of the Wirral Waters area is in an Area of
Greatest Need and therefore the 10 per cent requirement will apply.
 
A reduced level of provision will be approved where an independently
verified site-specific assessment has been submitted to demonstrate that
the site would not be viable for housing development at the rate
specified. Where affordable housing would be viable but the Council is
satisfied that on-site provision would not be practicable or appropriate,
development will be permitted subject to a legal agreement or suitable
planning condition to secure the necessary affordable housing provision on
an alternative site or through a financial contribution.  Any planning
obligation will need to be compliant with the statutory tests for planning
obligations and National Planning Guidance.
 
The emerging Core Strategy Local Plan can be viewed [1]here
 
In terms of the affordable housing threshold, the Council follows National
Planning Guidance (paragraph 031, Reference ID: 23b-031-20161116), which
states that affordable housing requirements will apply to all schemes of
11 units or more and to developments of 10 dwellings or less where the
combined gross floor space is greater than 1,000 sqm.
 
The Council will be undertaking an updated viability assessment in 2018 to
inform the final text of the Core Strategy Local Plan before submission to
the Secretary of State. The affordable housing requirement will be tested
as part of this assessment and may therefore be subject to change.
 
- What number will be Band H homes?
 
The Council does not have this information.
- What is the Borough's projected need for affordable homes before, during
and for five years after the period of docklands regeneration?
 
The Borough’s future housing needs, including for affordable housing, are
assessed in the 2016 “Wirral SHMA and Housing Needs Study” which can be
