Hill Landfill site is privately run facility owned and operated by Suez UK

We refer to your request for an internal review of the handling of your request, (our ref: 995.495 CS). Please see below our response.

Lancashire County Council can confirm there are no conditions within the planning permission for Whinney Hill Landfill Site which prohibit the use of bird scaring devices. There is a planning condition which controls general noise levels from the site. The permitted noise levels are described in terms of average noise levels over a one hour period and it is unlikely if the occasional use of bird scaring devices would result in a breach of the permitted noise levels. Please note that the Environmental Permit issued by the Environment Agency includes a bird management plan which lists a number of methods that will be used to prevent birds from feeding on waste including hawks and gas cannons.

We can confirm no complaints have been received by the County Council in relation to the use of bird scaring devices. However, Suez (the site operator) have confirmed to us that they are aware of the concerns of local residents and are currently investigating additional controls to ensure that the cannons cannot be triggered outside of 08.00 to 17.00 hours and that the cannons closest to the site boundary are kept at a low volume.
