Dear Animal and Plant Health Agency,

I am writing to make an open government request for all the
information to which I am entitled under the freedom of information act and the environmental information regulations.
In order to assist you with this request, I am outlining my query as specifically as possible.
If however this request is too wide or too unclear, I would be grateful if you could contact me as I understand that under the act, you are required to advise and assist requesters.

Could you please supply me with the preliminary, supplementary and final reports concerning recent bird deaths at Victoria Park Smethwick boating lake, West Midlands- approximate nat grid reference SP025879.
I understand that at least one bird was brought into one of your laboratories, but I would be grateful if you could confirm the total and what species you have received. If the final reports have yet to be written, could you please advise me of this.

I understand that under the act, I should be entitled to a response
within 20 working days. I would be grateful if you could confirm that you have received
this request. I look forward to hearing from you in the near future via the what do they know website address.

Dear Mr Carroll

Thank you for your request for information.

Our initial enquiries to our systems using ‘Victoria Park Smethwick
boating lake, West Midlands- approximate nat grid reference SP025879’ have
not revealed any submissions to our laboratories. However this could be
due to how the sample has been registered.

I am hoping you will be able to clarify your request by supplying us with
something else we can use to narrow the search, for example who sent in
the sample was it the Local authority, Veterinary practice, RSPCA? Was the
sample blood, cloacal, facies or whole carcass? When was the sample sent?
To which of our network of laboratories was the sample sent? If you can
supply more information we can at least narrow the search and hopefully
provide the information you require.

Please be aware that while we await clarification on your request it will
remain on hold and begin again once adequate clarification is received. If
after two weeks no clarification is forthcoming your request will be
cancelled.

Regards

Dear Enquiries APHA,

Thank you for asking me for clarification about the FOI request. I believe from what I have been informed that at least one whole Canada goose carcass was submitted by Sandwell metropolitan borough council (smbc), this may have been via Serco Ltd, Shidas Lane, Portway Road, Oldbury, West MidlandsB69 2BP . This would have been between July to August 16th when Sandwell council claimed in the media that birds had been submitted to "defra".
I am aware that the nearest APHA laboratory would be at Shrewsbury, though it may have been taken/collected elsewhere.
I hope that this may be able to narrow the search parameters a little , but please inform me if you are still unable to find any records and I will attempt to supply further information.

Yours sincerely,

Mr Carroll
