I am writing to request an internal review of Foreign and Commonwealth Office's handling of my FOI request 'BIOT .io Domain'.

While it is unclear the extent of the materials in dispute; they do appear to involve Internet Computer Bureau which services ccTLD .io for Batelco/Sure and the Crown. As such, Internet Computer Bureau is acting as an agent of the BIOT Administration and is in a quasi governmental role rather than a purely commercial one.

Internet Computer Bureau's entire business seems to consist of servicing the ccTLD .io as well as ccTLD .ac and .sh for the Governor of St. Helena and Dependencies. Internet Computer Bureau has no competitors and has acted in this role since approximately 1997. Internet Computer Bureau serves at the pleasure of the Crown presumably and is permitted to retain all revenues from its endeavours.

As of late, the ccTLD .io has become a center of money laundering and crypto currency criminal activity potentially involving tens of millions of pounds. The interest of the FCO and Internet Computer Bureau in avoiding public scrutiny of their relationship and/or potential embarassment does not outweigh the public interest.

Therefore I am respectfully requesting internal review of this FOI for which I have patiently waited many months and through several iterations of requests. I do appreciate the redacted email digest that was provided however this is not sufficient given the gravity of the situation and the public policy interest in prevention of money laundering and terrorist financing.

Dear Dr Levy,

 

In response to the independent reviewer’s recommendation, we are writing
to you separately to address some of the points you have raised in your
email of 24 May 2018 to dispel any inaccuracies and misunderstandings that
may have arisen.

 

The BIOT Administration plays no direct role in setting policies for the
management of the .io domain but expects policies to be put in place for
the good governance of the domain consistent with ICANN
community-developed guidelines and best practice. We are not aware from
our consultations that ICB are acting in any way inconsistently with those
guidelines and best practice.

 

In the same way as the .uk domain, the administration of the .io domain
has always been carried out by a private sector organisation. The
Government receives no revenues from the sales or administration of the
.io domain.
