The condition of the recently installed smart black bins across the city (to replace the filthy belly busters and old bins) are causing concern.

Social media reports including the bin in Kings Square show some are in terrible conditions and apparently never cleaned.

The Bid apparently contacted top management who asserted the bins were cleaned.

So this is my request.

1. Who cleans the bins and what is in their job description?
2. What specific materials are they provided with to complete this task?
3. How many are they expected to clean each day and how many are now installed across the city?
4. Please provide the cleaning schedule and performance requirements and or contract?
5 .Is this a service done in house or outsourced?
6. Or is it the case that the top manager has been misinformed and for all these hundreds of bins, there is no cleaning schedule or contract?

Please see below the response to your enquiry under Environmental
Information Regulations (EIR) received on 7^th August 2019.
 
1. Who cleans the bins and what is in their job description?
CYC employees who empty the bins also clean the bins, their job
description includes but is not limited to:
 
iv. To wash down pavements, roadways and street furniture using mechanical
and manual methods.
v. Empty litter bins.
 
Please see attached for full job description.
 
2. What specific materials are they provided with to complete this task?
Water, detergent, clothing and PPE (gloves, work wear).
 
3. How many are they expected to clean each day and how many are now
installed across the city?
There is no target set, as the bins are cleaned as and when required,
depending on condition, and service area workloads, objectives &
priorities. Please be aware that if the city is very busy the crews may
not be able clean bins that are located in populated areas, where there is
high public presence.
 
4. Please provide the cleaning schedule and performance requirements and
or contract?
As above, in point 3.
 
5 .Is this a service done in house or outsourced?
In house, by council employees. Refer to job description provided for
further details.
 
6. Or is it the case that the top manager has been misinformed and for all
these hundreds of bins, there is no cleaning schedule or contract?
As above, in points 3 and 5.
