I am writing to request an internal review of HM Revenue and Customs's handling of my FOI request 'Bills'.

I was not given a reason as to why my request was refused.

Please see below the email extract from the ICO, confirming that you must provide us with a reason for your claim of exemption:

Dear Gogos,

Thank you for your two emails received 3 October 2019 regarding Freedom of Information Act 2000 (FOIA) requests you have made to HMRC and a Borough Council.

The default position of the FOIA is that information should be provided unless an exemption can be legitimately applied. It is up to the public authority to explain why they are withholding information. You may wish to ask HMRC which exemption they are relying on. Here is a link to the exemptions, but please be mindful that this guidance was created for public authorities.

If you believe that HMRC has misapplied an exemption, in the first instance you should request an internal review to challenge their decision. An internal review should take no longer than 20 working days. After this, if you wish for us to investigate, you should use our online reporting tool.

Please note, in order to make a valid FOIA request, you will need to provide your real name. This may be the issue which you are facing with the Borough Council. You may find it useful to view our detailed guidance on making a FOIA request.
