Bike access to University Parks during the Marson Cycle Path closure

Dear Oxfordshire County Council

Marston Cycle Path will be closed for 10 weeks from next week onwards. During that time, cyclists are expected to use St Clements, the Plain, and Magdalen Bridge, or an alternate north Oxford route). They are not permitted to use the road / path from the edge of Edgeway Road Marston to High Bridge, and across University Parks. I would like to understand why.

Please therefore provide me with:
a) any recent discussions between Oxfordshire County Council and University Of Oxford, including its parks team, regarding granting cycle access through University Parks (whether ridden or not) during the Marston Cycle Path Closure.

b) any recent discussions between the Oxfordshire County Council and Cyclox on the same topic. I am trying to establish whether Oxford's leading cycle lobby group made any attempt to promote this idea to OCC, once it became apparent that the Marston Cycle Path would be closed for an extend period.

c) any internal risk assessment carried out by OCC about whether should a plan would be viable, and the likely scope of the work involved if it would be.

I am particularly interested in a) and c). b) is a "nice to have" request, if there is time to undertake this search as part of this FOI.

Dear Mr Parnham,

Thank you for your request of 11 August 2023 which you asked for the
following information:

I am writing to request an internal review of Oxfordshire County Council's handling of my FOI request 'Bike access to University Parks during the Marson Cycle Path closure' (your reference 22043 EIR).

The response I received bears no resemblance to what I asked for. Please do what I asked for. That is, provide me with:

a) any recent discussions between Oxfordshire County Council and
University Of Oxford, including its parks team, regarding granting cycle
access through University Parks (whether ridden or not) during the Marston
Cycle Path Closure.

b) any recent discussions between the Oxfordshire County Council and
Cyclox on the same topic. I am trying to establish whether Oxford's
leading cycle lobby group made any attempt to promote this idea to OCC,

Your recent reply is particularly nonsensical, given that the information you provided me with indicates a change in position from OCC in relation to cycle access through university parks. That is: a Marston Cycle Path FAQ from 27/07/23 saying that "Why hasn’t a shorter alternative cycle route been provided? OCC have liaised with the University whilst planning the works. Alternative routes utilising existing river crossings e.g. High Bridge, Addison’s Walk, Mesopotamia Walk are not appropriate for cyclists whether dismounted or not."..followed by a media released issued by OCC confirming that cycle access would be allowed through university parks " following extensive liaison between Oxfordshire County Council, the University of Oxford, and Oxford City Council." This is a core element of what I was looking for, but you have not provided me with.
