Dear West Midlands Police,

Can I please request, in the form of a spreadsheet such as Excel or CSV file, an itemised list of all "big cat" sightings reported from 1 January 2014 to the present day.

A "big cat" is a large cat not native to the UK, often described as a "leopard", "puma" or "panther".

To include, for each sighting:
Location of sighting (inc. coordinates if held)
Date / time of sighting
Description of the sighting
Action taken

REQUEST

An itemised list of all "big cat" sightings reported from 1 January 2014
to the present day. A "big cat" is a large cat not native to the UK, often
described as a "leopard", "puma" or "panther".

To include, for each sighting:

RESPONSE

Please be advised that the information that you have requested is not
available in a readily retrievable format. To retrieve information on
reports made to West Midlands Police involves a search of the force
incident recording system – Command and Control, using `keyword` search
criteria and then requires a manual review of each log containing the
`keyword` in order for us to identify if the report is relevant to the
request.

Please note that records not containing the keywords would not be
identified so if the animal had been listed as a `black cat` or `wild cat`
instead of `big cat` this would not be identified by doing a search for
`big cat` alone, also animals that have not been listed in the request
such as lynx, tiger and lion would not be searched upon by name.
Conversely records containing the keywords that may not have any
connection at all to the animals would be identified, such as brand names,
vehicle types, and descriptions - hence the requirement that each record
would have to be manually reviewed to establish which should be included.
Therefore, the cost of providing you with the information is above the
amount to which we are legally required to respond i.e. the cost of
locating and retrieving the information exceeds the ‘appropriate level’ as
stated in the Freedom of Information (Fees and Appropriate Limit)
Regulations 2004

In accordance with the Freedom of Information Act 2000, this letter acts
as a Refusal Notice for this request.

In accordance with section 16 of the Act I have a duty to provide advice
and assistance in relation to your request.  However, due to the volume of
records I have been unable to identify data which could be provided within
the cost ceiling

Your attention is drawn to your right to request a re-examination of your
case under West Midlands Police review procedure, which can be found at:
