Dear Haringey Borough Council,

Emergency Active Travel Fund bids
-----------------------------------------------
According to the All Party Parliamentary Committee on walking and cycling, each council’s bid(s) to the DfT for Emergency Active Travel Funds was scored out of a possible 20 points.

It would be helpful for the public if answers to the two extra questions below, were included in the response to this current enquiry, as they are directly related. I hope that it will not be necessary to treat them as a separate enquiry.

(1) Is it possible now to share with the public what Haringey's bid or bids scored?
(2) How much money did the Council received for each bid please?

Thank you.

Yours faithfully,

Clive Carter

Dear Haringey Borough Council,

LBH/9923220
===========
Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'BID to the DfT for funds for temporary transport infrastructure'.

1. On 30 June, I asked two additional questions, closely related to the initial request. I also asked that they not be treated as a separate enquiry that otherwise would of course, generate delay.

2. The Corporate Feedback Officer (Simon Dingomal) replied promptly on 1 July, with:

3. "I have asked the service to respond to your additional email in their reply due under reference LBH/9923220."

4. The FoI reply I received purports to respond to the two additional questions (six and seven), but they are unsatisfactory for the following reasons:

5. The response to question six, was a claim that "The Council does not hold the information".

6. However, the All Party Parliamentary Group on Cycling and Walking stated on Jun 26 that "The letter to councils from the DfT with the allocations for tranche one of the Emergency Active Travel Fund, said that: “authorities received either 100%, 75%, 50% or 25% of their bid allocations based on the extent to which they aligned with the criteria.”

7. Does the council perhaps need to look a little harder for the letter from the Department for Transport?

8. The Cabinet Member for Highways (Cllr Chandwani) stated in writing on 12 June that there were a total of "18 bids for walking and cycling". The Cabinet Member for Strategic Transport (Cllr Hearn) has since 12 May referred to bids (plural). My additional questions six and seven refer to "bids", plural. This appears to have been overlooked.

9. Can the Council please reconcile the discrepancy between the response so far relating to "the bid" (which bid?) and the 18 (eighteen) bids quoted by the Cabinet Member and the 19 bids referred to on the web link?

10. I would like a clear, complete and unambiguous answer on this matter of significant public interest.

Thank you.
