Bicycle
Dear Northamptonshire Police,
Back in November 2015 it was reported:
"Recovered bikes will go on sale for as little as £10 in a new initiative launched by Northamptonshire Police. Northamptonshire Police will open a special shop in the Grosvenor Centre in Northampton on Friday, December 4 where the bikes will be on sale for ‘rock bottom’ prices, according to the force. The bikes have been fixed by a group of young offenders as part of the force’s Cycl-opps project.Inspector Dina Sunderland, who helped set up Cycl-opps, said: “The Cycl-opps project was created by Northamptonshire Police in partnership with Goodwill Solutions, Growing Together and the Northamptonshire Youth Offending Service."About 30 refurbished bikes will be on sale at the event, with prices starting from £10.
Since 2016 what has been happening to all the bikes recovered or seized, and not claimed by their owners?
Who are the partner organisations you are working in partnership with Northampton Police on the disposal from Police storage of these items?
How many have been disposed of since 2016; and sold at what prices and where and were their frame numbers recorded for the new owners or frame numbers added when there was none so as to protect against future theft and loss to the new owners?
How many remain to be disposed of as of today, and who does one contact to get one?
Yours faithfully,
Linda saunders

I can confirm that Northamptonshire Police holds the information requested
as follows:
Project Cycl-opps was established in August 2015 and continues to this day
to deliver weekly intervention sessions to young people in
Northamptonshire to help give them the tools to make better decisions in
their lives, using the coaching skills of experienced Police Officers.
Currently the young people who attend come from Northamptonshire Youth
Offending Service, Early Intervention and CIRV.
Many of the bikes are well beyond economical repair when they arrive.
However, we never turn down bikes and they are used for their spare parts.
We have had numerous public sales, such as the Grosvenor Centre twice,
Market Square, Wellingborough Community Centre twice, Rockingham Speedway.
In addition, we have sold many bikes through the ‘Building Better
Opportunities’ Lottery Funded education and training programme through
Goodwill Solutions CIC. We have also donated many bikes to good causes and
some charity events and victims of crime when approached by our Police
colleagues and the OPFCC.

In relation to partner agencies, we work with NYOS and sometimes Probation
and we have previously worked with some educational establishments to help
with their difficult to teach young students. We also have utilised two
other local charities in the past for releasing some bicycles which we
deem to be beyond economical repair for us, either through skill required
or time that we have, these being ‘Tools for Self Reliance’ and the
‘Umbrella Fair’.
340 bikes have been sold totalling £8000, prices vary. Many of the bikes
are unrecognisable when they arrive due to their condition. We wouldn’t be
able to effectively record what it was apart from saying adult bike for
instance. We do not record frame numbers.
Approximately 80 bikes remain within the project, in varying degrees of
state, of which some will not be economically sound to even repair, they
will become donor bikes / spares.
Due to Covid-19, there is no expectation that any public sale will take
place in 2020.
I trust you find this information to be satisfactory but if you have any
further queries please do not hesitate to contact me. On behalf of
Northamptonshire Police I would like to apologise for the delay in getting
this information to you.
