Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Communities and Local Government's handling of my FOI request 'Best councils to do business with competition - completed entry forms'.

This information is readily available. The civil servant acknowledges that he has access to it. It is not of a sensitive nature. It consists of a number of forms completed by local authorities describing their achievements and policies which make them contendors to be the best councils to do business with.

Your civil servant acknowledges that future publication of these forms is being considered. I do not see what conceivable harm could be caused by making them public at once.

The information about the procurement policies of these councils is of great public interest to businesses all over the UK.

I would submit that this information should be made public without further delay.

Even if the decision as to who should win the award has not yet been made, it is entirely consistent with principles of open government that everybody should be able to see all the submissions before the judging panel take their decision.

This should not be seen as prejudicing the role of the judging panel who are chosen for their specific knowledge and expertise to be able to judge and interpret the statements in these documents and form a view as to which is the best council.

of applicant councils.

Thank you for your email of 29^th April requesting the names of the local
authorities who have submitted forms as part of the Best councils to do
Business With competition.

In your previous FOI request (Ref F0006745) of 11 March you requested
similar information and I now intend to reply to both of your requests
together.

I apologise that I have missed the 13 May deadline for replying to your
earlier request but there were a considerable number of application forms
that have had to be gone through in order to redact any personal data and
this has taken longer than expected.
