For an ever increasing expenditure, please identify how the Board knows it is receiving value for money for its ratepayers without testing the market to identify if this service can be provided better and cheaper elsewhere.
How does this annual expenditure fit with the Board's Financial Regulations, of which please provide a copy.
Please also advise how this Board's actions adheres to the Public Contract Regulations in terms of procurement. It would appear costs paid to Foss IDB exceed the threshold for services under the regulations.
