Has the license for this site been updated to include cctv coverage of operations, If so will this be used to back up my complaints dated 12 november incident no.1663577. Also is it standard practice to leave litter issues for this length of time.
I note in the EPR compliance assessment report ND3736DS/0313755 b3. site drainage engineering(clean and foul) scored N this ongoing problem first reported in 2014 has never been sorted, at the time county in there monitoring report commented on the state of the ditch adjoining the haul road, and its obvious that nothing has been done to ensure the drainage of haul road is contained.
b4. In the past the operators have been advised that stored builders rubble should not include litter, that can and does escape from site.
c1. why have staff not ensured dust does not escape from site.
f5. I use Warren Lane every day So am well aware of the site attributable dirt and dust, (dash cam) should this not be contained within the site,this was as far as my house on the north bound carriage way yesterday, I will point out that if this was contained within the site there would be no need for the road sweeper to interfere with traffic flow on a daily basis.
g1. How often is the dirty bubbling ? checked, if this is not gas it might be a sign of a fault in the collection systems. (ditch on north side of footpath 15 east side of wooden gate)

With regard to your enquiry ref EAN/2018/GE4957 181126/GS06.  My comments
appear in RED

 

Has the license for this site been updated to include CCTV coverage of
operations, - No, there is no requirement under the permitting regulations
for CCTV to be installed on the site.

 

If so will this be used to back up my complaints dated 12 November
incident no.1663577. If CCTV was installed on site the regulatory officer
may view any footage to substantiate any reports received.

 

Also is it standard practice to leave litter issues for this length of
time.   – Site operators are responsible for controlling litter from their
site, and should be checking on a frequent basis.  For sites such as
Enovert who are on site everyday, It is expected that the perimeter is
checked on a daily basis.  The County closed landfill next door is not
active therefore they are not required to be on site as frequently as an
active site.  This being said, County should be checking when they do
attend.

b3. site drainage engineering(clean and foul) scored N this ongoing
problem first reported in 2014 has never been sorted, at the time county
in there monitoring report commented on the state of the ditch adjoining
the haul road, and its obvious that nothing has been done to ensure the
drainage of haul road is contained.  The N refers to being ‘Not Assessed’
which means that on the occasion of the inspection (24/08/2018), the
drainage was not inspected.  You refer to a report made by County in 2014.
County are not responsible for drainage ditches within the Enovert
permitted site. Can you advise who made the report and for what reason
please?  Are you implying that the issue with the drainage is that it is
flooding the highway?  Do you know if Highways have been called out if
this is the case?

 

b4. In the past the operators have been advised that stored builders

refers to containment , as in the physical receptacle such as drums, bins,
bays, boxes etc, If there is litter in accepted waste, which is inspected
at the time of the visit, it would be recorded under a different category,
either C3 materials acceptance, or F3 for litter.

reports of dust are currently being investigated which as was mentioned in
an email dated 20.11.2018, would include management systems.

sweeper.  I will make enquiries as to who the sweeper is operated by , as
it could be the neighbouring quarry?

what you mean by ‘dirty bubbling’?  Based on your location description, it
could be the leachate lagoon on the County site which is not operated by
Enovert. I have been advised that the lagoon is aerated so this could be
the bubbling you refer to?

Dear Hart, Alison,
update, can you remove the reference to the compliance report from my original request,
My complaint dated 12 nov. polystyrene. the answer was that the operator has now removed it. It had been removed from along footpath 15 but nowhere else the first strong wind after, freed some more up and put it along the fences including along the footpath again. then with the strong winds saturday 15th dec more became free from along the western cattle fence,with the wind direction on the day this is now in and around the county flare area and some has actually made it back over the fence onto abottstone north.
with the strong winds of 29th nov litter was deposited just to the south of footpath 15 abottstone, what remained was not cleared up untill the following thursday. This saturday the site continued tipping with the result that there is litter along the western hedge line area in addition on my regular sunday walk I was talking to other regulars who witnessed air borne waste coming off the site and disappearing into the distance. Is the EA aware that the mobile fencing has not been used for a considerable time.
Site drainage. there is an incident no. for this and replies to me from the EA. in addition I informed my MP the parish council, my boro councilors, my county councilor, ECC chief exec. county planning, and Tarmac.
the litter issue within the rubble in believe as was before is a breach of license conditions.
litter. so what is your conclusion (or is this if its not seen on the day of visit it does not happen and I point to the day of planning visit when the haul road looked more like a river)
Dirt and dust on road, the sweeper may be paid for by tarmac but it sweeps mostly from wheel wash and along Warren lane mostly landfill dirt!
As for the bubbling thats in the ditch on abottstone ,and as for leachate being used to damp down the haul road, that will show up on there cctv. and has the pond that this was coming from been tested(at base of slope near haul road untarmacked hill) Are all these issues acceptable to the EA. Having lived with this site for its whole life, Over the last few years its starting to slip back to a degree to the bad old day when the county ran the site. I have pics videos and dash cam footage backing most of this up.

Many thanks for your email of the 18 December 2018.

 

Unfortunately we are unable to remove the reference to the compliance
report in your original request.  It would not be best practice to alter
any of the enquirers original correspondence.

 

With regard to the additional litter blowing in the County Council closed
landfill site, we contacted both County and the neighbouring site Enovert
to provide the information.  we have been informed that additional
polystyrene and some plastics were removed from the county site yesterday.
May we please ask that if you notice any more litter, that you notify us
by the 24 hr incident Hotline on 0800 80 70 60.

 

Mobile fencing / litter control: There is no requirement in the permit,
for the operator to use mobile fencing to control litter.  The site
operator should the best any methods of control, provided that it is fit
for purpose.

 

Mud: It has now been confirmed that Tarmac (the neighbouring quarry)
sweeps the entrance and road with their road sweeper.  As previously
mentioned, a road sweeper would be the preferred remediation method.  The
wheel wash on site is operational and therefore the vehicles leaving site
should have minimised the amount of mud they carry. 

 

Drainage: It is still unclear which section of drainage you are refereeing
to.  Can you confirm if the issue you have is flooding on the highway
please?

 

We appreciate that there are a number of issues.  You refer to a number of
locations, which are not clear, therefore it would be useful if an officer
meets with you on site, in order for you to point out the specific areas. 

 

Secondly, we are aware that there are a number of issues here that you
would like to address, with that in mind would you consider a meeting with
one of our Officers and a member of our Customer and Engagement Team to
talk through the matters that you have raised? If this appeals to you, we
would initially like to suggest the 9^th January 2019. Our local office in
Kelvedon or Chelmsford would be available to meet you at.

Dear Enquiries_EastAnglia,
In response to your reply dated 28 Dec 2018, there seems to be a total lack of knowledge about this site.
Yes some polystyrene was removed from the county site but there is still quite a lot still around, some back on Abbotstone north,(another three weeks and this will have been about for a whole year) and as for regular inspections! this polystyrene when it was in one piece (around a metre long and about 400mm square) was on the Cory site for around three months ( I have plenty of pictures to back this up, even some in the snow) As for other litter, the 15 Dec incident, before this was picked up some moved and didn't get collected and day by day is making its way off the licensed area, also as one point of many, how long do you think the litter has been on the south/east corner of the county leachate plant area (if you need to know I have plenty of pictures)
As for mobile fencing I recall Frank S....... speaking at a parish council meeting about the effectiveness of the netting around the tipping area.
And as for the sweeper, looking back in the records the sweeper was a joint thing,but it doesn't matter who is paying, most of its work when its there is dealing with detritus ect.from the landfill, and I note from the first EA response that they were not aware that it worked off site.
As for the flooding issue (covered in site license by drainage) I would have to say that this shows how incompetent the EA is in respect of this site.
1. How many visits to this site did the EA do last year.
2.Do they read the records (history )for the site, Sarah F.......
3. As this is also a breach in the planning conditions this get a regular mention in the county site monitoring reports, why this doesn't get a mention in the quarry liaison meeting minutes I fail to understand and for those that don't know both county and EA are members.
Anyone driving along Warren Lane can clearly see that there is an issue with mud detritus and water on the footpath/cycleway and if anyone bothered to look at this up close it is quite clear where it is coming from, and as for reporting it to highways I see this as buck passing.
Google earth for June clearly shows the holding pond that was being used by the bowser,and if you look close enough the pipe can be seen coming from the flooded tipping cell.
And as for the bubbling? the leachate plant is on the south side of footpath 15 in addition there is only one wooden gate on this footpath.

Thank you for your email of the 03^rd January 2019.

 

We respond to requests under the Freedom of Information Act 2000 and
Environmental Information Regulations 2004.

 

In response to your questions:

 

How many visits did the Environment Agency complete last year?  In 2018
Jan - Dec, we undertook 4 site inspections, 1 audit on a specific aspect
and generated a further 4 reports for the review of monitoring data. 
Attendance on site is risk based and is associated with their compliance
rating.

 

Do they read the records for the site Sarah F?  We remain unsure what the
reference to Sarah F means, however, yes we can confirm the records are
read.

 

Lastly, Planning breaches will be dealt with by County and not the
Environment Agency.  It would be up to County Planners to mention this at
a liaison if relevant.
