I would like to know whether the Belfry construction houses in Mendip Close or Chiltern Road were subject to repairs and a PRC Certificate certified by a fully qualified and insured Structural Engineer?
If so, please could you notify me of the year they were certified and the number of houses PRC certified of the total in each road.

Under s 8(1) of the Freedom of Information Act 2000 for a request for information to be a valid request it must “(b) state(s) the name of the applicant and an address for correspondence”. You have submitted a request in the name of L. Pemble using an email address of [FOI #727124 email].

We consider section 8(1) allows us to have a full name, or at least a first name and a last name. We have based this assessment on the ICO's own guidance. We would draw your attention to paragraphs 15 to 17 in particular, where the Commissioner identifies the reason your real name is required. The Commissioner makes it clear that it needs to be a 'full name' at paragraph 25. We consider this guidance from the regulator is sufficient grounds for us to interpret Section 8 as requiring a full name, so we require a full name to process the request.

In order therefore to process your information request can you please submit a valid request using a full name.

We can confirm that we do not hold this information.  It would also be
difficult to ascertain how far back in time this would be.
 
If you are dissatisfied with this response the Commissioner’s Office
recommends that you first refer the matter to the Council. You can do this
by writing to [1][St Albans District Council request email] asking for an internal review of my
decision. If you wish the Council to undertake an internal review, then
you must write to the Council within 40 working days of the date of this
letter. The Council will not consider any requests received after this
date unless there are exceptional circumstances for the delay. 
 
You have a right to appeal to the Information Commissioner's Office at the
following address: Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.
You must do this no later than two months after the Local Authority’s last
