Behaviour policies at Ted Wragg Schools

Dear Ted Wragg Trust,

I seek information under the Freedom of Information Act 2000 which relates to behaviour and behaviour policy. I attempted to submit a similar FOI request using less specific language on 11 September 2023 (https://www.whatdotheyknow.com/request/rtl) but the Trust does not seem to have received it: this message supersedes the previous request and I do not need you to provide me with any information twice.

Please provide me with the following information as a first priority:

1. When was the Ted Wragg Trust established?

1a. Was a "Ready to Learn" behaviour policy ever used at Cranbrook Education Campus, St James School, or St Luke's Academy?

1b. When were "Ready to Learn" behaviour policies first introduced at Isca Academy, Queen Elizabeth's (QE), West Exe School, and any of the schools mentioned in [1a] that did use the system.

2. Copies of the behaviour policy used at each school PRIOR to any changes made in/for 2023—i.e. during the 2021-22 or 2022-23 school year.

If provision of the following information would cross the threshold into 'imposing a significant burden' then please disregard the remainder of this message and focus on items 1 and 2.

Inasmuch as it will not cause the FOI request to fall under any exemptions, I also request the following further information:

3. Copies of any surviving communication or comment from students or ex-students that remarks upon Ready to Learn or the behaviour policy at any of: All Saints Academy, Cranbrook Education Campus, Isca Academy, Marine Academy, St James School, St Luke's Academy, QE, and West Exe School.

4. Any internal communications since the introduction of Ready to Learn or any behaviour system that uses lesson removal after one, two, or three warnings about mass incidents of misbehaviour or defiance (including any event in March 2023 at West Exe School)

5. Any internal communications since the introduction of Ready to Learn or any behaviour system that uses lesson removal after one, two, or three warnings that relate to students' refusal to accept or students' opposition to any school behaviour policies.

Again: if provision of the following information would cross the threshold into 'imposing a significant burden' then please disregard the remainder of this message and focus on items 1 through 5.

Inasmuch as it will not cause the FOI request to fall under any exemptions, I also request the following further information:

Information about when "Lighthouse", "Compass", "Reset", etc was introduced at each school and all available back-editions of the behaviour policies at All Saints Academy, Cranbrook Education Campus, Isca Academy, Marine Academy, St James School, St Luke's Academy, QE, and West Exe School since the introduction of policies that involve students being removed from lessons after receiving one, two, or three warnings.

8. Copies of any surviving student-facing explanatory materials used to introduce Ready to Learn or any behaviour system that uses lesson removal after one, two, or three warnings.

9. Appropriately anonymised (i.e. personal data removed or redacted) copies of any Ready to Learn, Lighthouse, Compass, Reset, etc appeal forms which have been kept on file, or information about what happens to these forms if they are not retained

10. Minutes from any governors’ or trustee meetings that mentioned or concerned Ready to Learn or the implementation of any behaviour systems that use lesson removal after one, two, or three warnings.

I can confirm that the Trust appoints an external Data Protection Officer
(DPO) Service, Judicium Education, to fulfil their legal requirement for
compliance.  Any Freedom of Information (FOI) Request can be made via our
JEDU platform located on each school and Trust website under the “Contact
Us” page.  To make a FOI Request to the Trust, you can make this by
completing [1]Freedom of Information Request.  However, I can confirm that
I have already logged your FOI Request on our platform so there is no
requirement for you to duplicate this.

 

It is noted that you have requested information from different schools and
I can confirm that the Trust will co-ordinate these requests for
information made to individual schools and provide you with one response. 
On that basis, we would therefore request that an extension of time to
deal with your request by a further 20 school days to be added to the
already allowed 20 school days taking us to 21^st November 2023 which
takes into account the half term period.

I can confirm that the Trust was established in 2013.

 

1a. Was a "Ready to Learn" behaviour policy ever used at Cranbrook
Education Campus, St James School, or St Luke's Academy?

 

The Trust does not use the term “Ready to Learn” Behaviour Policy. The
Trust provides all our schools with a template Behaviour Policy which each
Head Teacher adapts for their own school.  However, this is completed in
consultation with our Trust Lead for Behaviour and Culture and needs to be
in line with the Trust’s Written Statement of Behaviour Principles which
is available on our website and can be viewed using the following link
[1]TWT Policy Page.

 

1b. When were "Ready to Learn" behaviour policies first introduced at Isca
Academy, Queen Elizabeth's (QE), West Exe School, and any of the schools
mentioned in [1a] that did use the system.

 

I can confirm that ISCA joined the Trust in 2013 and did have in place a
“Ready to Learn” policy in the early days of the Trust which has since
been replaced with a Behaviour Policy.  No other school within the Trust
has ever had a “Ready to Learn” Behaviour policy. We no longer hold a copy
of that policy.

 

2. Copies of the behaviour policy used at each school PRIOR to any changes
made in/for 2023—i.e. during the 2021-22 or 2022-23 school year.

 

In line with our Retention Schedule, which can be found on our website
[2]Retention Schedule you will note that policy documents are only
retained until replaced.  Therefore, each school will only hold the
Behaviour Policy for the current year. 

 

The Behaviour Policy is reviewed annually and is approved at the Trust
Board.  I have provided a link to each school’s behaviour policy for your

are not terms used by the Trust so therefore we do not have any policies

own specific school, in consultation with our Trust Lead for Behaviour and
Culture and in line with the Trust’s Written Statement of Behaviour
Principles.

We do not hold this information.

 

However, there are no formal arrangements for appeals, there is in place a
process for students to engage in discussion in relation to the removal,
however the schools dispose of any documents in relation to their school’s
process. There are no computerised versions of the forms and where
completed, they are in paper format and disposed of.  

 

10. Minutes from any governors’ or trustee meetings that mentioned or
concerned Ready to Learn or the implementation of any behaviour systems
that use lesson removal after one, two, or three warnings.

 

We rely on Section 12 – Request where the cost of compliance exceeds the
appropriate limit for this request.  There are 15 Local Governing Boards
(LGBs), 1 Trust Board and 5/6 sub committees to the Trust Board meeting
4-6 times per year, per school.  In addition, “Ready to Learn” is not a
term used by the Trust.  The Behaviour Policy is reviewed annually and
approved by the Trust Board at their meeting.  The Trust has access to 1
year of minutes for all its schools and prior to this any records will be
held by the individual schools within the Trust. 

 

So that we can assist you, and to narrow the search so that this falls
within the threshold for fees, we would be grateful if you could provide a
time scale within which to search.

Dear Jayne Powney,

Re 1b: You state that "No other school within the Trust has ever had a 'Ready to Learn' Behaviour policy".

According to a letter from headteacher Tim Rutherford to parents on headed paper dated 13 November 2017, West Exe School was "working together in partnership" with the Trust from January 2017 onwards. The school then became part of the Trust in early 2018. It was during this period of "partnership" that another letter dated 11 July 2017 states that "The School’s new behaviour system, 'Ready to Learn, A New Behaviour Approach for West Exe School', will go live from September 2017"; the Internet Archive also preserves a page about Ready to Learn on the school's web site from a similar period (https://web.archive.org/web/201710160135...).

Several months after the school became part of the Trust, a letter from 18 June 2018 claimed that "Since the introduction of the Ready to Learn behaviour system in September 2017 we have seen a significant improvement in the standards of behaviour across the school". Mr Rutherford also wrote to parents on 23 August 2018 that "The behaviour policy will continue as last year, with Ready to Learn at its heart". To confirm what you meant to say, the Trust asserts that a Ready to Learn behaviour policy was never used at West Exe School whilst it was part of the Trust in 2018 and 2019?

We write further to your email dated 2^nd November 2023 in response to our
FOI Reply dated 26^th October 2023 and note the contents.

 

We acknowledge that within our reply to 1b, we responded that, “no other
school within the Trust has ever used a “Ready to Learn” behaviour
policy”.  Upon reflection and in view of your email, we should have used
the term “to our knowledge, no other school within the Trust has ever used
a Ready to Learn behaviour policy”. Apologies for any confusion this has
caused.

 

To assist, we attach our Journey of schools joining the Trust which we
believe you will find useful in providing our explanation [1]Our Journey .

 

You will note ISCA joined the Trust in 2013 and we understand that they
had in place a Ready to Learn Policy when they joined the Trust in 2013.

 

As you’ll see from the Our Journey diagram, West Exe joined the Trust in
March 2018. The letter you have shared pre-dates West Exe being a part of
our Trust of schools and we had no internal record of this which is why we
didn’t share this in our original response.  As explained in number 2 of
our Reply, in line with our Retention Schedule, which can be found on our
website [2]Retention Schedule, policy documents are only retained until
replaced.  Therefore, each school will only routinely hold the Behaviour
Policy for the current year.  On that basis, I’m afraid we are unable to
confirm whether any historic policies were ever named Ready to Learn.

 

Each of our schools reviews their Behaviour Policy annually and as a Trust
we publish a [3]Written Statement of Behaviour Principles which can be
found on our website.  The Trust does not use the term “Ready to Learn”
Behaviour Policy.

 

We hope the above clarifies the position and we apologise for any language
which proved contrary to the information you have discovered.  However, as
indicated in our response to you, we would like to offer you a meeting
with our Trust Leader for Behaviour and Culture should you wish to discuss
any of our responses or require any further clarity.
