Can you please provide us with all the Information you have about
Beechholme Children's Home in Banstead Surrey,Which Closed in 1974.
Especially any information you may have of the Council carrying out any
internal Abuse Reports or any reports the council might have about Abuse
at Beecholme Between 1950 and 1970..
 
Our response
 
This request is being handled under the Freedom of Information Act 2000.
 
From our preliminary assessment, we estimate that compliance with your
request would exceed the appropriate costs limit under section 12 of the
Freedom of information Act 2000. This is currently £450.00, or 18 hours.
We estimate that the cost will be in excess of the appropriate limit and
have therefore decided to refuse the request.
Unfortunately, the information you have requested is not held centrally or
in a reportable format. Due to the historical nature of your request, we
would need to recall all paper files and manually review to establish who
was placed their if indeed we did place there. 

In cases where section 12 is applied, we are obliged to provide any
available guidance as to how you could revise your request to potentially
fall within the appropriate limit. The issue with your request is that you
have asked for 'all' information which is extremely wide. If you are happy
to restrict your request for information surrounding abuse reports only
for a specific period, I am happy to re-visit this with our Children's
Services department.
