Dear Mo Attar,
Request pursuant to Freedom of Information Act 2000 – Request No.
RFI-02480
Further to your request for information dated 13 September 2024. I can
confirm that the information you requested is held under the Freedom of
Information Act 2000. However, the Council, for the reasons that follow,
declines to disclose the information requested.
Under section 1(3) of the Freedom of Information Act (FOIA), a public
authority need not comply with a request unless any further information
reasonably required to locate the information is supplied. If a request is
too broad or general in nature, then public authorities have a duty to
provide advice and assistance to the applicant in order to focus the
request.
After requesting clarification on the 16^th September and the 17^th
September, a search was performed by our ICT Team with the following
terms:
Communications with “Turley” since 2019 to date;
• That contains in their subject or including in the body of the email:
“East West Rail Company”;
• That contains in their subject or including in the body of the email:
“Arch Holdings”; “Telereal Trillium” where “Turley” is their agent.
• That contains in their subject or including in the body of the email:
“Danfoss Site”; “old Network Rail”; “Bedford Hospital land”.
The result of this search returned a total of 9386 emails across various
areas in the Council.
Section 12 of the Act makes provision for the Council to refuse requests
for information where the cost of dealing with them would exceed the
appropriate limit of 18 hours. This represents the estimated time and cost
of one person spending 18 hours in determining whether the Council holds
the information, locating, retrieving and extracting the information.
We estimate that it will take us in excess of 18 hours to determine
appropriate material and locate, retrieve and extract the information in
reference to your request. Therefore, your request will not be processed
further.
You may wish to refine your request by narrowing its scope by being more
specific about what information you particularly wish to obtain, including
any teams, officers and/or service area involved in these communications.
If for whatever reason you are unhappy with our response to your
application you are entitled to pursue any dissatisfaction through the
Council's Internal Review Procedure. Pursuant to Section 17 (7) of the Act
