Further to your request for information dated 17 September 2024. I can
confirm that the information you requested is held under the Freedom of
Information Act 2000. However, the Council, for the reasons that follow,
declines to disclose the information requested.
Under section 1(3) of the Freedom of Information Act (FOIA), a public
authority need not comply with a request unless any further information
reasonably required to locate the information is supplied. If a request is
too broad or general in nature, then public authorities have a duty to
provide advice and assistance to the applicant in order to focus the
request.
After requesting clarification on the 18^th September and the 23^rd
September, a search was performed by our ICT Team with the following
terms:
Communications with “Bedfordia Group’ and ‘Bedfordia Farms’ since 2022 to
date;
• That contains in the email address: ‘Bedfordia Group’ or ‘Bedfordia
Farms’;
• That contains in their subject or including in the body of the email:
‘Bedfordia Group’ or ‘Bedfordia Farms’
The result of this search returned a total of 3570 emails.
Section 12 of the Act makes provision for the Council to refuse requests
for information where the cost of dealing with them would exceed the
appropriate limit of 18 hours. This represents the estimated time and
cost of one person spending 18 hours in determining whether the Council
holds the information, locating, retrieving and extracting the
information.
We estimate that it will take us in excess of 18 hours to determine
appropriate material and locate, retrieve and extract the information in
reference to your request. Therefore, your request will not be processed
further.
You may wish to refine your request by narrowing its scope by being more
specific about what information you particularly wish to obtain, including
a specific site or is it about a specific planning development such as
housing.

Further to your email dated 14th October we narrowed the search down as per your instructions.
However, the Council still declines to disclose the information requested.
As per your email dated 14th October 2024, a search was performed by our ICT Team narrowing down the request to communications with Bedfordia Group and Bedfordia Farms to include reference to East West Rail between 1st January to 30th June 2022 only.
The result of this search returned a total of 201 documents. Section 12 of the Act makes provision for the Council to refuse requests for information where the cost of dealing with them would exceed the appropriate limit of 18 hours. This represents the estimated time and cost of one person spending 18 hours in determining whether the Council holds the information, locating, retrieving and extracting the information.

The council has conducted an extensive search, in collaboration with its IT department, for any meetings or correspondence involving the Bedfordia Group and Bedfordia Farm, including the terms “EWR” and/or “East West Rail” for the periods of 1st January to 31st March 2022.
Following a thorough review of the results, we can confirm that the identified correspondence does not pertain to your request or subject matter.
