Beaumont road / Beaumont Close Banbury Parking violations

Dear Oxfordshire County Council,
I am writing to ask about the lack of PCN tickets given to vehicles on the Beaumont Road and Beaumont Close area of Banbury.
The road has recently had some new "single yellow lines" painted, yet, this appears to not stop vehicles parking on them.

1: Many are Lorries, parked on the bends near what was Jewson etc. Apparently Lorries can park there because they are on a "tachograph break" How can this be? The lorries are in a dangerous position, hence the single yellow lines, and signs saying no parking between 0800 and 1800.

2: There are also many cars that park outside Magna. Cars parked on Beaumont close, pose a danger as they are parked at the edge of entrance/exits to businesses, and you can not see what is coming towards you as they block your line of sight.

3: Why is this area not targeted more? I have been in this area for 3 years on a daily basis, and only seen 1 traffic warden / enforcement officer.
What is the point of having yellow lines, be it single or double if they are not going to deter parking?
4: How many tickets have been issued in the last 3 years?
5: How many complaints or recordings of "illegally parked vehicles"that have been submitted to Oxford County council via their web page have been acted upon in this area of Banbury?
