Under the FOI act, I am requesting all details relating to the councils recent decision to implement an overnight parking ban for Motorhomes.

1. please provide full details of analysis and investigating, local consultations and analysis carried out - including all reports, queries, evidence based usage, complaints from local residents (detail and numbers) that enabled the council to make the decision to ban overnight motorhomes.

2. please provide details of what the council has decided constitutes a 'motorhome'

3. please provide the cost benefit analysis (including the costs for additional patrols that will need to be funded.

4. what formal communication at the location has been made to ensure users are aware of the ban

5. the fine structure for motorhomes not complying with the ban.

Further to your Freedom of Information Request received into this building
on 1st August 2018 regarding the overnight motor home ban on Beachlands. 

 1. Please see attached the fire safety report that was carried out in
relation to the Beachlands West area. Please follow the link to the
cabinet report and information used to make the decision

 2. A motor home has been defined as any vehicle that has been adapted to
sleep in.
 3. A cost analysis has not been carried out as overnight enforcement was
undertaken when motor homes were permitted to park within the car
park.
 4. A number of notices were placed in the Beachlands West Car Park
advising of the ban. Our Civil Enforcement Officers also handed out
leaflets to motor home owners within the car park in the week leading
up to the ban.
 5. A Penalty Charge Notice issued to a motor home in contravention of
this ban is for £70, reduced to £35 if paid within 14 days.
