Dear ETE FOI_EIR (Economy Transport and Environment),

To clarify the reason for my request, please note that ADSL or VDSL services rely on RF (Radio Frequencies) to propagate the broadband signal down the telephone line. These signals are subject to attenuation and noise, which degrades the signal the further the consumer is from either the exchange (ADSL) or the DSLAM (VDSL) housed in the green boxes.

VDSL uses higher frequencies than ADSL and therefore its usable distance is considerable less that ADSL, however VDSL is capable of higher speeds. The VDSL cabinets are fed from the exchange via fibre optic cable which does not suffer signal degradation to the same degree as ADSL or VDSL.

Research has shown that VDSL degrades more rapidly than ADSL, and at about 1.2km, there is not much difference in speed between VDSL and ADSL.

To achieve a decent service, the DSLAM should be sited closer to the consumers. In the case of Cabinets 12 and 13, both serving the same postcode, Cabinet 12 is 500m distance and Cabinet 13 is 1400m.

I therefore fail to understand why Derbyshire County Council did not request from OpenReach the distances from the DSLAM to the consumer's before parting with taxpayers funds.

I would like to know who was responsible for signing off the decision for OpenReach to proceed.

The Digital Derbyshire programme consists of two contracts with BT
following the Government’s (Broadband Delivery UK) National Fibre
Procurement frame work. The first contract was signed between Derbyshire
County Council and BT in 2013 and the second contract was signed in 2015.
