nslookup suggests that it is as the IP address is only one away from the council's website.

If the server is controlled by the council, does someone within the council have the ability to copy the entire database the form gets the data from?

I can confirm that the Council holds this information, however it is
exempt under Section 21 of the Freedom of Information Act.
Section 21 of the Act states that –
(1) “Information which is reasonably accessible to the applicant otherwise
than under section 1 is exempt information.”
(2) (a) “information may be reasonably accessible to the applicant even
though it is accessible only on payment,”
The the Births and Deaths Registration Act 1953 provide a framework for
persons to request a copy of an entry of births, marriages and deaths, in
order for the Council to supply information from these entries, the
Registration Acts stipulate that an applicant needs to identify an entry
and pay a statutory fee.
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:

Dear Information Manager,
The Births and Deaths Registration Act 1953 mentioned is about requesting copies of a death certificate which can be obtained from the GRO for a fee. Such certificates do not include the date and place of burial or cremation. The B/C database is searchable using http://apps1.oldham.gov.uk/bacasweb/gens... , I am requesting a copy of the database it uses.

Under the Freedom of Information Act, Section 45 code of practice states
that any correspondence in which the requester has expressed

so why are you refusing to provide the database which is probably transcribed from images like these???
